Position Title: Community Support Specialist

Location/Work Status: Honolulu, Hawaii with a flexible work environment (Must be able to meet face-to-face with clients, families, staff, and community partners when appropriate.)

Program Overview and Role:

The Voluntary Case Management (VCM) program assists families on Oahu referred by Child Welfare Services (CWS) after a report to the Child Abuse and Neglect Hotline has been made, identifying the family as moderate to moderate-high risk. Each family is assigned a case manager who addresses various family system issues that may put children at risk of abuse and neglect. Additionally, a skill builder may be assigned to enhance skills such as parenting, co-parenting, problem-solving, and stress management.

The Community Support Specialist will deliver outreach services to families in the Voluntary Case Management Program, providing hands-on, individual or group, culturally appropriate sessions that may include parenting, practical life skills, role modeling, nutrition, and planning. Furthermore, this role includes providing administrative and clerical support to the management and staff of the VCM Program and serving as back-up support to the Administrative Assistant. This position operates under the direct supervision of the Program Supervisor.
Key Responsibilities:
  • Conduct home visits or community-based visits to families referred to the program, focusing on parenting, problem-solving, and communication skills while assisting clients in reducing risk factors and enhancing protective factors.
  • Perform standard clerical duties such as word processing, report writing, correspondence, telephone and in-person reception, filing, data entry, record maintenance, faxing, and timely and accurate data entry into the program's data system.
  • Maintain confidentiality and track family files and related information such as immunization records and medical home; respond to calls from referred clients explaining the scope of service and/or the waitlist process; and document client contact in records. Ensure client files are maintained from intake to discharge, including the insertion of external documents and providing information to funders as requested.
  • Implement parenting curriculum, possess knowledge of community resources, and facilitate warm hand-offs to service providers while understanding the impact of substance abuse and domestic violence on families. Support families in achieving goals on the Individualized Program Plan (IPP) to reach permanency.
  • Conduct assessments and observation forms in accordance with funder and state guidelines, and organizational policies and procedures.
  • Accurately complete clear, concise, and non-judgmental written and electronic documentation, such as initial assessments, monthly updates, and closing reports, ensuring all paperwork is completed and submitted in a timely manner.
  • Regularly consult with the VCM Case Manager and/or Program Supervisor.
Minimum Qualifications:
1. Bachelor's degree in Social Work, Psychology, or a related field plus a minimum of one (1) year of relevant experience, required, OR
2. High School diploma plus a minimum of two (2) years of relevant experience under the close supervision of personnel who at minimum have a Bachelor's degree in Social Work, Psychology, and/or a related field.

3. One (1) year of experience working in the area of child abuse and neglect prevention, including domestic violence and substance abuse issues, required.

4. One (1) year of experience in an administrative or clerical position, required.

Other Requirements:
  1. Possess and maintain a valid driver's license and daily access to an automobile.
  2. Possess and maintain proof of no-fault insurance.
  3. Ability to obtain an acceptable criminal background check upon hire, one year later, and annually thereafter.
  4. Ability to obtain an acceptable CWS background check upon hire, one year later, and annually thereafter.
  5. Ability to obtain an acceptable National Sex Offender Registry Check upon hire, one year later, and annually thereafter.
