Job Summary

We are seeking a highly skilled Property Manager II to join our team at the Texas Military Department. As a key member of our organization, you will be responsible for managing and overseeing the installation's real property inventory, conducting fieldwork, and maintaining formal real property records and financial information.

Key Responsibilities
  • Manage and account for the installation's real property inventory on behalf of the Base Civil Engineer.
  • Conduct fieldwork, such as inspecting, validating, and capturing/documenting inventory of real property assets.
  • Maintain formal real property records and financial information in the Integrated Engineering Management System (IEMS) and serve as the systems administrator for the NextGen Real Property Management System.
  • Conduct annual identification of real property assets, ensure the real property inventory accurately reflects all facilities, assigned occupants and users, and/or excess, and prepare inventory reports.
  • Manage facility utilization, collect installation facilities characteristics annually, determine space authorizations for each Category Code based on Air National Guard Facility Space Standards, and coordinate with NGB/A4A for updates to the installation's space authorization report.
  • Conduct boundary inspections and maintain supporting documents, perform ingrant and outgrant compliance inspections annually, and maintain supporting documents.
  • Assist with managing and performing actions to capitalize real property improvements, assist with determining cost allocations for each capital improvement, and prepare or coordinate preparation of DD Form 1354, Transfer and Acceptance of DoD Real Property.
  • Prepare and coordinate all real property action requests, such as acquisitions, disposals, joint use agreements, ingrants, and outgrants, and maintain the official file for all installation real property actions.
  • Review, develop, and implement policies and procedures for the installation real property management program, consult with and advise installation, state, federal, local officials, and private entities on the acquisition, use, and disposal of real property managed by the TX Air National Guard, and serve as the immediate source of information regarding real property interests managed by the TX Air National Guard.
  • Prepare real property reports, analyses, investigations, and special projects, and conduct presentations at the installation Facilities Board for real property actions.
  • Coordinate with the Civil Engineer Operations section for inventory of Real Property Installed Equipment (RPIE), make determinations of RPIE, and prepare a Real Property Installed Equipment Determination Request for the BCE or NGB/A4AIR.
  • Assist with negotiating, developing, and preparing leases, permits, contracts, and other property agreements, and develop competence in deciphering construction plans and documents.
  • Attend relevant training to maintain the essential functions of the position, attend work regularly, and observe approved work hours in accordance with agency state employee policies and procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, missions, and other requests, including holidays, evenings, and weekends.
Requirements
  • Graduation from an accredited four-year college or university is required.
  • Three years of experience in real property, real estate, property management, facility management, community planning, or related field, with responsibility for program implementation, instruction, guidance, and evaluation is required.
  • Experience using Microsoft Excel, Word, PowerPoint, and Outlook is required.
  • Valid driver's license is required, and a satisfactory driving record is required for operating state or federal vehicles to conduct agency business.
  • Must be able to obtain a Common Access Card (CAC) and pass a federal security background investigation.
Preferred Qualifications
  • Graduation from an accredited four-year college or university with major course work in business administration or related field is preferred.
  • Experience preparing real estate instruments is preferred.
  • Experience with AutoCAD and GeoBase is preferred.
Knowledge, Skills, and Abilities
  • Knowledge of principles and practices of real property inventory management, applicable federal, state, and local laws and regulations, various types of real estate holdings, basic math skills, inventory control, record keeping, and financial audit procedures.
  • Skill in planning, organizing, and prioritizing multiple assignments, working with a database and understanding how they function, reading and interpreting plans/drawings, writing professional-level correspondence, communicating effectively both orally and in writing, and operating computers using Microsoft applications to include Outlook, Word, and Excel.
  • Ability to complete routine forms and maintain accurate records, utilize basic math skills to measure and calculate lengths and areas of facilities, read and determine facility construction types and uses, and appropriate database system coding, negotiate, develop, and prepare property agreements and/or documents, define problems, collect data on people and things, collate and classify information about data, establish facts and draw valid conclusions, understand and carry out oral and written directions which involve policy and procedural interpretation, prepare reports within required timeline, work in a military environment, work in a team environment, and establish effective working relationships.
Physical/Working Conditions

Work is typically performed in a sedentary office setting involving sitting, standing, and walking to perform job duties. This position requires approximately 25% travel and outdoor activity to conduct site visits. Work requires extensive use of a desktop computer and telephone. This position may periodically require the ability to lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds.
