Position Title: Zoning Compliance Specialist

Position Overview

This role is accountable for the preparation and submission of various entitlement applications, permits, and agreements necessary for the installation of communication facilities on infrastructure managed by Fort Point LLC. The position requires a solid understanding of municipal processes, codes, and regulations, along with regular interaction with local authorities and jurisdictions.

Core Responsibilities

  • Prepare and submit zoning and permitting applications, tracking the progress of municipal submissions and facilitating requests for additional information from jurisdictions.
  • Collaborate with the design team to produce permit drawings and construction documents related to towers, utilities, and ground equipment. Assess jurisdictional feedback for compliance versus preferences; negotiate with jurisdictions to align on requirements. Work closely with the A&E team to integrate jurisdictional needs into construction documents and other deliverables.
  • Provide timely updates to the system and maintain effective communication with production teams and all stakeholders, both internal and external. Oversee zoning and permitting tasks in line with established processes and performance metrics. Manage document uploads as defined by procedures.
  • Act as the entitlement lead during weekly client meetings, as necessary. Serve as a subject matter expert on state and local telecommunication municipal codes. Understand and articulate the details of Federal Wireless Facilities Deployment legislation, including Sec. 6409(a) and related FCC Orders. Prepare necessary communication for jurisdictions regarding timelines.
  • Communicate zoning and permitting conditions of approval to internal teams.
  • Oversee external vendor activities as needed and ensure communication of these activities with team members and other departments.
  • Manage the payment of applicable permitting fees and ensure accurate allocation for reimbursement tracking.
  • Participate in pre-project planning meetings related to customer program management.
  • Identify zoning and permitting requirements for each project.
  • Build and maintain relationships with municipalities, including Code Enforcement Staff, Building Inspectors, City Council Members, Planning & Zoning Staff, Commissions, and neighborhood groups. Represent Fort Point LLC at municipal meetings to secure necessary zoning approvals.
  • Act as a liaison between jurisdictions and the Legal team to resolve complex permitting or zoning challenges.
  • Provide research and guidance to internal clients regarding zoning and permitting requirements for jurisdictional approval. Assess potential risks on a project-by-project basis and propose solutions.

Education and Certifications

  • Bachelor's degree in business or a related field, or equivalent work experience. Experience in the wireless industry is preferred but not mandatory.
  • Experience in zoning and permitting is essential.

Experience and Minimum Requirements

  • A minimum of two (2) years of demonstrated experience working within a municipality in a Planning, Zoning, and/or Land Use capacity, or in the Wireless Industry, or equivalent experience in a comparable field or relevant military service.
  • Experience navigating a corporate environment and collaborating within a corporate structure is required.

Additional Skills and Abilities

  • In-depth knowledge of applicable planning and zoning codes and regulations impacting site development. Experience in public speaking and presenting to governmental entities is beneficial.
  • Familiarity with requirements for zoning applications and supporting documentation, including presentations for neighborhood or public hearings as required by local jurisdictions.
  • Understanding of construction plans, standards, terminology, and surveys. Ability to manage multiple projects and tasks concurrently.
  • Strong problem-solving skills and ability to offer alternative solutions. Ability to comprehend contracts and agreements.
  • Strong attention to detail and excellent written and verbal communication skills. Travel to local governments and municipalities may be necessary.
  • Working Conditions: Primarily operates in a standard office environment with minimal exposure to adverse conditions. Occasional travel for in-person jurisdictional matters may be required.
