Duties Description: The New York State Board of Regents and the Commissioner of Education is seeking candidates for the role of Assistant Commissioner for the Office of Cultural Affairs.

The Assistant Commissioner serves as a key leader within the State Education Department, directing a vibrant cultural education initiative.

Under the guidance of the Executive Deputy Commissioner, the incumbent will supervise over 300 full-time staff, including directors of various cultural institutions.

The principal institutions and statewide programs under the Office of Cultural Affairs include:

  • The State Archives, responsible for managing all active and archival State records, with regulatory authority over public records at the local level, and providing grants for local records repositories.
  • The State Library, which operates a Research Library and provides policy recommendations, technical assistance, and regulatory oversight for libraries across New York.
  • The State Museum, dedicated to interpreting New York's natural and human history, serving approximately half a million visitors annually and engaging in extensive research.
  • The Office of Educational Television and Public Broadcasting, which offers regulatory oversight and financial support for public media stations.
  • Chartering cultural institutions statewide, ensuring adherence to professional standards for museums, historical societies, and libraries.
  • The State Summer School of the Arts, which administers advanced training programs for high school students in various artistic disciplines.
Working closely with the Commissioner of Education, the Executive Deputy Commissioner, and the Board of Regents, the responsibilities of this position include, but are not limited to, the following:

Develop policy recommendations:
grounding proposals in research data, engaging stakeholders for support and refinement, and executing advocacy plans;

  • Manage public funds to achieve objectives, including an operating budget of approximately $60 million and various grants and contributions;
  • Provide effective leadership for New York's cultural institutions, collaborating with national and international colleagues;
  • Implement priority actions to ensure cultural resources contribute effectively to educational goals;
  • Advise the Commissioner as part of the Education Department's leadership team;
  • Oversee the stewardship of extensive collections within the State Library, State Archives, and State Museum;
  • Facilitate cooperation among the Office of Educational Television and Public Broadcasting, the State Library, State Archives, and State Museum, enhancing collaboration across program areas;
  • Establish and implement long-term plans for continuous improvement of public services; and
  • Lead significant renovations and oversee major capital projects.

CONDITIONS OF EMPLOYMENT:

This position is classified as exempt, and the incumbent will serve at the discretion of the Commissioner of Education.

Promotions and transfers may alter appointees' negotiating unit. Candidates should be aware that changes in negotiating units may impact salary, insurance, and other benefits.
