Position Overview:
The Airway Transportation Systems Specialist plays a critical role in the installation, assessment, maintenance, modification, and certification of facilities, services, and equipment that support the National Airspace System (NAS). This position is recognized as the principal technical authority responsible for developing effective solutions to unforeseen challenges impacting operationally vital systems.
Key Responsibilities:
1. Serve as a senior project manager or team leader for complex and large-scale work activities.
2. Act as a senior technical authority representing the agency in major activities, emerging technologies, and customer concerns.
3. Establish and manage program goals and objectives, formulating project plans while ensuring compliance with organizational policies.
4. Collaborate with high-level internal and external stakeholders to resolve intricate issues, ensuring the integrity of the NAS.
Operational Coordination:
Coordinate with various air traffic entities to manage the shutdown and restoration of facilities, systems, and services, minimizing disruptions to air traffic operations. Address restoration challenges swiftly to mitigate impacts on the NAS.
Leadership and Innovation:
Provide agency-wide leadership for complex technical activities, employing innovative concepts to tackle persistent problems. Maintain the authority to allocate necessary resources to fulfill the agency's mission and develop creative strategies to optimize resource utilization.
Expertise Development:
Monitor and analyze nationwide trend data to create sustainable solutions for the NAS. Stay informed about technological advancements and new systems coming online, offering recommendations to senior management for system enhancements and air traffic operations.
Risk Management:
Integrate Operational Risk Management (ORM) into restoration and maintenance activities, ensuring all stakeholders are involved in ORM planning and implementation.
Qualifications:
To qualify for this position, candidates must demonstrate specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service, showcasing extensive knowledge in technology system interrelationships and management of aviation systems.
Additional Information:
This position may require a background investigation and is subject to a probationary period. Candidates must possess a valid driver's license and meet all qualifications by the closing date of the vacancy announcement.
