Job Description

This role leverages specialized knowledge to address unique and moderately complex health, safety, and environmental implementation challenges within established site-specific Health and Safety, and Environmental (HSE) Plans, recommending suitable solutions or alternative methods to ensure compliance.

Serves as a member of the Construction Management Team (CMT), delivering HSE oversight on all construction activities while facilitating team HSE decision-making.

Operates with minimal supervision, capable of resolving most issues independently but may seek guidance for more complex decisions. Must be willing to travel and work remotely as necessary for project support.
Responsibilities

  • Acts as a technical consultant to the project's CMT and contractors, as well as Fluence Commissioning teams.
  • Independently identifies strategies and formulates solutions to address HSE challenges.
  • Conducts ongoing monitoring of equipment, structures, and work in progress to ensure adherence to required health and safety, and environmental plans for the project, along with all applicable regulations, codes, and standards.
  • Halts work when unsafe conditions arise and determines the necessary corrective and preventative actions to be implemented before resuming operations.
  • Conducts daily and weekly safety inspections of ongoing construction work, providing immediate feedback to the working group.
  • Establishes a weekly inspection/assessment schedule with each contractor on site, ensuring that corrective and preventative measures are executed.
  • Develops and facilitates project H&S and environmental orientation sessions for all personnel working or entering the project site, maintaining training records.
  • Plans, conducts, or coordinates essential training programs to enhance knowledge of and compliance with health and safety, and environmental issues throughout the construction phases.
  • Ensures that industrial hygiene and environmental monitoring are performed as necessary, and that instrumentation equipment is properly maintained.
  • Leads, coordinates, and participates in Root Cause Analysis (RCA) investigations of near misses, injuries, unsafe conditions, and incidents that may involve actual or potential liability; maintains records of relevant data and compiles required analysis reports on such investigations.
  • Attends contractor tailboard meetings, pre-job briefings, and Job Safety Analysis (JSA) review meetings.
  • Leads and develops content for project weekly safety meetings with participation from CMT and contractor management.
  • Assists and/or maintains the Fluence online project HSE database: (safety inspections, stop work orders, incidents/events, training, etc.).
  • Assists and/or develops project-related H&S and environmental programs as required for compliance with local, state, or federal regulations.
  • Assists and/or develops training materials and conducts necessary training sessions to educate employees on safe and compliant work practices associated with project activities.
  • Completes other tasks as assigned.

Administration and Communications Requirements:

  • Plans and manages work activities to achieve project goals and objectives.
  • Ensures that H&S and environmental plans are comprehensive and effective in meeting established goals and objectives.
  • Manages multiple priorities requiring frequent interpretation of programs and procedures.
  • Interprets, explains, advises, and makes recommendations on moderately complex issues to CMT and contractor personnel.
  • Demonstrates strong team and leadership skills, with the ability to mentor, coach, and guide others.
  • Exhibits strong verbal and written communication skills for effective interaction with internal and external stakeholders.
  • Prioritizes building strong relationships both internally and externally.
  • Proficient in Microsoft Word, Excel, and PowerPoint applications.

Analytical and Technical Requirements:

  • Requires innovative thinking in developing results or recommending process improvements.
  • Ability to analyze technical and regulatory information, make sound judgments, and provide prudent recommendations.
  • Regularly makes decisions guided by general methods and procedures, requiring frequent interpretations of programs and processes.
  • Conducts predictive trend analysis to determine corrective and preventative actions on negative indicators.
  • Possesses thorough knowledge in the field of health and safety, as well as general environmental regulations applicable to the construction industry.
  • Develops, implements, and evaluates programs and procedures in high-risk activities such as working at height, lifting & rigging, electrical safety, lockout/tagout, fire safety, deep excavation, confined space, hazardous materials, ergonomics, emergency preparedness, industrial hygiene, and general safe work practices.

    Qualifications:


    Minimum Requirements -• Over ten years of experience in EPC projects and/or the heavy construction industry, with safety-related certification, e.g., Construction Health and Safety Technician (CHST) or equivalent.


    • Proven track record of sustained implementation and overall management of construction safety programs, demonstrating a record of performance achievement in previous roles.
    • Strong leadership capabilities.

    Preferred Requirements -• Bachelor's degree in Occupational or Industrial Safety or related fields, with safety-related certification, e.g., Certified Safety Professional (CSP), Safety Management Specialist (SMS), Associate Safety Professional (ASP), or other equivalent industry-recognized safety certification, along with over ten years of post-graduate experience in EPC projects and/or the heavy construction industry.

    Highly Preferred Requirements -• Advanced degree in Safety Engineering, or Occupational or Industrial Safety, with safety-related certification, e.g., Certified Safety Professional (CSP), and over fifteen years of post-graduate experience in EPC projects and/or the heavy construction industry.

    Additional Assets -• Proficiency in both English and Spanish is considered a plus.
