Financial Accounting Specialist

The individual will function as an Accounting Technician within the Finance Department of the Veterans Health Administration. The core responsibility of this role is to execute a range of tasks related to the classification of financial transactions, account maintenance and reconciliation, account closure, report generation, and financial data analysis.
Eligibility
- This position is available to the general public, including U.S. Citizens and Nationals.
Note: This is not a remote position; candidates must be willing to work within a reasonable commuting distance.
This role features a career progression structure. The primary responsibilities outlined below reflect the full performance level. At lower grade levels, the scope of assignments will be more limited, allowing for skill development towards the full performance level.
Responsibilities include, but are not limited to:
- Conducting comprehensive reviews of obligations established by various departments to ensure accuracy in costing and appropriateness of financial documents.
- Reconciling monthly accounts payable listings with the general ledger and related documentation.
- Generating comparative analyses to illustrate complex interrelations between accounts over different time frames.
- Verifying data from the Financial Management Service to confirm successful and accurate obligation transmissions.
- Processing obligation documents daily to ensure correctness and availability of funding.
- Recording payments against obligation documents upon processing.
- Issuing bills of collection as required.
- Assessing credit memos and vendor claims for validity.
- Investigating daily discrepancies in orders and making necessary corrections.
- Assisting in the training of staff on various accounting and payment systems.
- Performing additional duties as assigned.
Incentives: Recruitment and relocation incentives are not available.
Telework: The Veterans Health Administration supports telework as a means to enhance employee satisfaction and productivity. Eligibility for telework will be discussed during the interview process.
Qualifications
To qualify for this position, candidates must meet specific educational and experience requirements based on the grade level.
Specialized Experience: Requires relevant experience that provides the necessary knowledge and skills to perform the duties of the position.
Applicants will be evaluated based on competencies such as Accounting, Attention to Detail, Database Management Systems, and Principles of Finance.
Physical Requirements: The role primarily involves sedentary work, with occasional walking, standing, and lifting of materials.
