Job Overview

Orbis Operations is in search of a Program Control Analyst to enhance our finance department. This pivotal role is designed to ensure the financial integrity of our projects by collaborating with Project Leaders to facilitate precise and timely cost and revenue management, invoicing, collections, monthly reporting, and forecasting.

The ideal candidate will possess robust project management skills, technical knowledge, and business insight, delivering essential financial analysis to optimize our contract vehicles while safeguarding profitability. This position primarily requires in-office attendance, with some flexibility for remote work.

Key Responsibilities
  • Contract Management: Evaluate new and modified contracts, work alongside Project Managers, and develop and maintain project charters and comprehensive schedules. Ensure internal approvals are obtained and communicated to relevant parties, while keeping all documentation current and initiating necessary project administrative actions.
  • Deltek Costpoint Management: Enter new contracts and modifications into the Deltek Accounting System, encompassing contract values, schedules, workforce management, billing rates, and revenue configurations.
  • Collaboration with Stakeholders: Engage closely with Divisional Executives, Project Managers, technical leads, Contracts, and Accounting teams, while also interfacing with Clients, subcontractors, and other necessary parties to fulfill key responsibilities.
  • Government Compliance Reporting: Prepare and submit reports related to government contracting, including Program Management Plans (PMPs), Monthly Status Reports (MSRs/MCSRs), and Closeout documentation. Participate in and coordinate Post Award Orientations and associated status meetings.
  • Resource and Financial Oversight: Analyze and oversee resource management across projects, focusing on the financial administration of Fixed Priced Level of Effort contracts.
  • Invoicing and Receivables: Create and distribute invoices in accordance with client billing schedules and requirements, log invoices in Deltek Costpoint, monitor accounts receivable, and follow up on overdue accounts.
  • Financial Analysis and Reporting: Conduct internal financial management, analysis, and reporting for projects, including scheduling, utilization, Estimate to Complete (ETC) and Estimate at Completion (EAC) preparation, revenue, profitability, accounts receivable status, and cost projections.
  • Support for Proposals, Pricing, and Budgeting: Prepare, analyze, and maintain financial data to support proposals, pricing strategies, financial management, and forecasts. Assist with annual planning, baseline development, variance analyses, and cost estimation.
  • Training and Coordination: Organize monthly Project Manager Meetings and provide annual training and guidance on relevant financial management practices.
Qualifications
  • Education: Bachelor's degree in Business, Finance, or a related discipline.
  • Experience: Over 8 years of experience in program coordination, billing, and/or contracts within the U.S. government contracting sector.
  • Technical Proficiency: Recent experience with Deltek Costpoint is essential. Proficiency in financial and operational reporting with the capability to perform these functions independently and with meticulous attention to detail.
  • Software Expertise: High proficiency in Microsoft Office, especially Excel (formulas, functions, charts, and data management).
  • Communication Skills: Exceptional verbal and written communication skills in English, complemented by strong interpersonal abilities.
  • Organizational Skills: Proven organizational capabilities, including attention to detail, time management, and problem-solving skills.
