Job Summary

We are seeking a highly skilled Facilities Contract Administration Specialist to join our team at Milwaukee Area Technical College. This role will play a critical part in the coordination and support of new construction, remodeling, and renovation projects in accordance with contract drawings and specifications.

Key Responsibilities
  1. Assist in the development and review of front-end bidding documents.
  2. Schedule and conduct contract bid openings.
  3. Prequalify contractors for bidding purposes and maintain a database.
  4. Prepare and process construction contracts.
  5. Provide support for the development and review of professional agreements, including major maintenance repair services.
  6. Process change orders and contractor payment applications, ensuring compliance.
  7. Continuously adjust general condition language to align with the project management process.
  8. Provide support for contract claims.
  9. Coordinate the contractor prequalification process.
  10. Interpret construction contract and professional agreement terms and conditions.
  11. Serve as a liaison with compliance agencies and coordinate the Minority Business Enterprise and Women Business Enterprise (MBE/WBE/DBE) Program.
  12. Educate contractors on college and state contractual requirements to ensure established goals are met.
  13. Lead outreach initiatives with the construction community to maintain relationships and solicit feedback from contractors, suppliers, and vendors.
  14. Administer the contractor evaluation process.
  15. Review policies and documents to ensure consistency with evolving industry standards and practices.
  16. Support requisition, invoice review, and processing.
Qualifications
  • Bachelor's degree in Architecture or Engineering or a related field.
  • Three (3) years of related work experience in construction renovation and maintenance projects.
  • Preferred Experience: Five (5) years of experience in related activities.
  • Preferred License/Certification: Certified Construction Contract Administration (CCCA) certification is desirable, or the ability to obtain within 12 months.
Knowledge, Skills, and Abilities
  • Thorough knowledge of building, safety, and related codes, ordinances, and regulations.
  • Thorough knowledge of owner-A/E and owner-contractor agreements and AIA standard forms.
  • Understanding of standard project forms, particularly conditions of the contract and the underlying principles of contract law.
  • Working knowledge of construction materials, construction trades, means and methods, and the relationships between subcontractors, suppliers, and manufacturers.
  • Knowledge of the codes and regulations that govern the project.
  • Knowledge and ability to use computer applications, including Microsoft Office Suite software.
  • Deadline and detail-oriented, with strong organizational, analytical, and planning skills.
  • Strong written communication skills; ability to write clear, structured, articulate communications.
  • Strong self-motivation and ability to work as a team member.
  • Ability to establish and maintain effective working relationships with staff, faculty, students, representatives from outside agencies, and the general public.
  • Ability to understand, interpret, and explain rules, regulations, procedures, and written and oral instructions.
  • Ability to effectively represent MATC's interests as that of the construction owner.
  • Ability to be open-minded, fair, and responsive.
  • Demonstrated ability to work effectively with people of diverse backgrounds and promote a positive working environment.
