Urban Planning Manager

DUTIES:
This role supports the Department Director in a diverse range of professional, technical, and administrative responsibilities related to current land use applications and long-term planning initiatives.
The position plays a pivotal role in managing the land use application workload, primarily working autonomously while exercising sound judgment and initiative, along with some supervisory duties.
Consideration may be given to a blend of remote and in-office work.
Essential Functions:
Prepare detailed staff reports and deliver presentations to the Planning Commission, Board of County Commission, various committees, and advisory boards as directed.
Assist in gathering information for various studies and reports, conducting both office and field research on residential and commercial land uses, housing, open space, transportation, parking, and zoning matters.
Draft or review legal notices and media communications, along with other assigned duties.
Research, collect, record, analyze, interpret, and summarize social, economic, population, and land use data and trends; develop recommendations and prepare comprehensive reports on various planning issues and elements of the Comprehensive Plan.
Evaluate commercial, industrial, and residential development proposals, plans, and applications for adherence to relevant regulations and policies.
Inspect properties and structures to ensure compliance with current County codes and regulations, identifying necessary corrective actions for property owners and conducting follow-up inspections as needed.
Process applications for new major subdivisions, rezones, lot consolidations, minor subdivisions, variances, boundary line adjustments, conditional use permits, site plans, temporary use permits, special event permits, and sign permits.
Engage with and advise architects, builders, attorneys, contractors, engineers, and the public regarding County development policies and standards, providing and clarifying information related to zoning and Comprehensive Plan compliance.
Negotiate with applicants regarding design alternatives.
May facilitate participatory public engagement processes.
Ability to:
Interpret and apply relevant Local, State, and Federal laws, codes, and regulations, including those governing urban planning, zoning, and land use.
Consult and stay informed about current literature, information sources, and research methodologies in the field of planning.
Analyze and compile technical and statistical data and prepare reports.
Understand and execute oral and written instructions.
Communicate effectively and clearly, both verbally and in writing.
Establish, maintain, and nurture positive and collaborative working relationships with all stakeholders encountered in the course of work.
REQUIREMENTS:
A bachelor’s degree from an accredited institution with coursework in urban planning, environmental planning, public or business administration, or a related discipline.
Experience may be considered in lieu of education. The ideal candidate will possess a minimum of 5 years of relevant experience.
OTHER REQUIREMENTS:
Knowledge of the principles and practices of urban planning and development, site planning principles, research and reporting methods, techniques, and procedures. Familiarity with methods of inclusive public engagement and proficiency in Microsoft Office, Outlook, PowerPoint, and GIS.
WAGE:
Annual Salary will range from $80,000 to $90,000 based on qualifications and experience.
SHIFTS:
This is a Full-Time, Non-exempt position requiring 40 hours per week, primarily Monday through Friday, with hours generally from 8:00 AM to 5:00 PM.
