Job Title: Capital Reporting Specialist

Under the general direction of the Project Financial Branch Staff Services Manager III, the Staff Services Manager II (Specialist) is responsible for providing expertise in reviewing the Budget, Forecast and monthly budget adjustments, preparing the monthly Capital Outlay reporting, quarterly Funding Contribution Plan, and the quarterly Budget for the multi-billion dollar high-speed train project for the California High-Speed Rail Authority (Authority). The incumbent will perform a variety of complex tasks associated with reporting, budgeting, forecasting, accounting, fiscal and capital outlay programs in accordance with the rules, regulations and policies as required by the State Administrative Manual, the State Controller's Office, the Department of Finance, the Legislative Analyst's Office, and the Federal Railroad Administration. This position will also provide a high level of assistance and expertise to the Project Financial Director, the Staff Services Manager III, and the Chief Financial Officer in a highly complex and sensitive department in reaching organization goals.

Responsibilities:
  • Review and analyze budget, forecast, and monthly budget adjustments
  • Prepare monthly Capital Outlay reporting, quarterly Funding Contribution Plan, and quarterly Budget
  • Perform complex tasks associated with reporting, budgeting, forecasting, accounting, fiscal, and capital outlay programs
  • Provide high-level assistance and expertise to Project Financial Director, Staff Services Manager III, and Chief Financial Officer
Requirements:
  • Bachelor's degree in business administration, accounting, finance, or related degree
  • 10 or more years of experience in finance and accounting field
  • Expert proficiency with Microsoft Office, especially Microsoft Excel
  • Experience with database construction and Pivot Tables
  • Strong communication skills
  • Significant experience presenting analysis and communicating to Leadership and Executive teams
Working Conditions:

Part-time telework, up to three days per week, is available based on the requirements of the position for California residents and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options. While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, manage multiple tasks, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities.
