Job Summary

The Utility Services Worker II/CDL is a critical member of our team, responsible for performing various tasks to support the operations of the water distribution and sewer collection systems. This role involves working as a crew member, performing manual tasks, and assisting in inspecting and investigating system problems.

Key Responsibilities
  • Perform manual tasks to support general maintenance and repair activities of the water distribution and sewer collection systems.
  • Assist in inspecting customers' plumbing and illegal connections, cross-connections, tampered-with meters, or seals.
  • Conduct inspections and investigations of the water and sewer systems in response to water leaks, sewer problems, service backups, service breaks, meter malfunctions, billing issues, and other customer complaints.
  • Inspect water meters for potential issues and take appropriate action as needed or instructed.
  • Flush fire hydrants and water lines, and make water and sewer taps for new services.
  • Assist with inspection of work performed on the distribution system by outside contractors.
  • Perform emergency and scheduled work, including shutting off mains, cleaning catch basins, raising and lowering manholes, bringing cleanouts and other assets to grade, constructing and installing manholes and cleanouts.
  • Distribute and serve notifications to customers, including service interruptions, water shut-offs, no parking signs, and other verbal and written communications.
  • Connect and disconnect water and sewer services, backfill all excavated areas, and assist in moving and positioning equipment at work sites.
  • Operate a variety of vehicles and equipment, including trailers, dump trucks, jet vacs, combination sewer cleaners, compressors, and tractors with a front-end loader and other attachments.
  • Assist in preventive maintenance on equipment, facilities, and stations as directed, and check stations, sewer lift stations, which involves reading instrumentation and responding to various situations that may arise.
  • Participate in the collection of samples and performance of field-level water quality analysis in water distribution and sewer collection systems.
  • Assist in the setup, operation, and maintenance of safety-related equipment according to DC Water's safety procedures and SOP.
  • Comply with applicable safety rules and regulations relating to confined space, traffic control, excavation work, etc.
  • Direct the installation of traffic control excavation and confined space safety devices.
  • Utilize various equipment to determine the location of underground structures and leaks.
  • Assist in meter reading duties, meter testing, office operations, and general distribution.
  • Assist in preparing daily work reports recording field data and accurate descriptions of work.
  • Clean and flush sewer lines, televise sewer mains using a closed-circuit TV camera system.
  • Clean and restore work sites after jobs are completed to ensure that work sites are left in a safe, clean, and acceptable condition.
Requirements
  • High school diploma or General Educational Development (GED) certificate and two (2) years of progressive experience directly related to work involved with repairing and maintaining water distribution and/or sewer collection systems.
  • Must possess and maintain a current valid Motor Vehicle Operator's License, Commercial Driver's License - Class B with air brakes, Tanker's N Endorsement.
  • Skill in the use of the full range of tools and equipment of the trade, including backhoes, dump trucks, and compressors.
  • Ability to determine appropriate methods, equipment, materials, and techniques required for performing work assignments.
  • Ability to perform tasks in a safe manner.
  • Ability to read maps.
  • Ability to communicate clearly both orally and in writing.
  • Ability to understand and follow oral and written instructions.

  • The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects (up to 90 pounds) on a highly frequent basis, and/or assuming awkward positions for long periods of time.
  • There are routine risks of exposure to significant levels of heat, cold, moisture, and air pollution.
  • The position may involve periodic risks of exposure to raw sewage, chemical substances, and physical trauma of minor nature such as cuts, bruises, and minor burns.
  • Appropriate personal protective equipment (PPE) will be provided to ensure the safety of the employee.
  • Must be able to work shift work, holidays, and weekends.
  • Must be placed on call during hours and schedule identified by the Authority and required to work overtime during emergencies.
