About the Role

GovCIO is seeking a highly skilled Senior Business Systems Analyst to support the USAID Development Information Solution (DIS) project. This is a hybrid position located in Washington, DC.

Key Responsibilities

  • Coordinate with business and technology teams to identify system requirements and provide technical expertise in identifying, evaluating, developing, and supporting systems.
  • Analyze business and technical processes to formulate and develop new and modified business information processing systems.
  • Interface between systems architects/programmers and users to ensure that information technology designs meet the needs of the end users within an organization.
  • Document product/service requirements and develop test procedures to ensure user requests are carried out.
  • Interact with testing requirements to ensure traceability and test coverage.
  • Support efforts to bridge gaps between business needs and technical solutions.
  • Collaborate with cross-functional teams to ensure the successful delivery of the project and potentially improve business processes.
  • Develop frameworks and/or support the creation of job aids and/or work instructions to support transfer of knowledge among team members.
  • Maintain awareness and/or provide inputs to Organizational Change Management (OCM) activities.
  • Support DIS user communications, intranet site management, and other tasks related to user support and interaction.
  • Coordinate, document meeting outputs and action items, and track ongoing activities or actions for the DIS Integrated Product Team (IPT) and other work streams as requested.
  • Lead or support Unit Testing, User Acceptance Testing (UAT), and Verification and Acceptance (V&A) in production, including planning, coordinating, and/or executing the testing of functionality that affects end-users and validate that the implemented solution meets business and User Story requirements needs.
  • Analyze or map existing DIS business processes to identify inefficiencies and areas for improvement.
  • Develop DIS enhancement business case – objectives, benefits, costs, and risk of alternatives, recommended solution, and rationales.

Qualifications

  • Bachelor's degree with 8+ years (or commensurate experience)
  • 8+ years of project management or business analyst experience
  • Knowledge of and experience with defining and mapping requirements
  • Proficient with all Microsoft Suite and Google Suite tools
  • Hands-on experience with SDLC and Agile processes
  • Ability to align detailed tasks with the big picture
  • Strong oral and written communication skills with the ability to tailor your messaging to technical and non-technical audiences
  • Proficient to handle multi-tasking and ability to prioritize tasks independently based on organizational priorities
  • Ability to manage various stakeholders (technical and non-technical) and collaborate with others to achieve common goals
  • US Citizenship Required (no exceptions)
  • Clearance Required: Secret
