Job Summary

The Peoria Tribe of Indians of Oklahoma is seeking a highly skilled and experienced Tribal Administrator to oversee the daily operations and affairs of the tribe. This is a critical role that requires strong leadership, management, and administrative skills.

Key Responsibilities
  • Oversee the daily operations and affairs of the Peoria Tribe, including administration, financial management, program management, and enrollment management.
  • Supervise department directors and train and manage staff to ensure effective implementation of tribal programs and policies.
  • Identify, propose, plan, and execute projects, programs, and policies that benefit the Peoria Tribe and align with the Business Committee's goals and objectives.
  • Provide regular reports to the Business Committee on the status of assignments, duties, projections, and functions of various programs and activities.
  • Oversee fiscal operations, including budgets, grants, scheduled expenditures, and requisitions, and variance analysis.
  • Prepare the Tribal Administration annual budget and subsequent modifications for presentation to the Business Committee.
  • Coordinate an administrative review process for all approved grants to ensure timely and efficient submission of financial and program reports to Federal agencies.
  • Interface with grant agencies and Tribal management personnel to ensure compliance with applicable regulations and Tribal policies and operating procedures.
  • Provide leadership in policy administration, human resource management, and fiscal responsibility.
  • Perform other duties as directed by the Business Committee.
Requirements
  • Bachelor's degree from an accredited university and three years of successful work as an administrator or in an equal position of equal responsibility.
  • A minimum of five years in an administrative capacity and/or combination education, training, experience in community development, management, supervision, and administration equal to ten years of successful administrator or in a position of equal responsibility.
  • Knowledge of principles and practices of employment law, fiscal operations, audit preparation, financial management, human resources/personnel, property, and contract management.
  • Must be computer literate with experience in standard Microsoft Office software, be bondable, have excellent analytical, oral, written, and organizational skills, and have working knowledge of current Tribal and Federal laws and regulations.
  • Previous management and leadership experience.
  • Ability to establish and maintain working relationships and partnerships within the tribe, local community, other organizations, and local, state, and federal governments and agencies.
  • Ability to interpret complex documents such as grant proposals, grant applications, and awards.
  • Knowledge of organizational development, public administration, and administrative practices and procedures.
  • Knowledge of standard regulations for state and federal grants, contract opportunities, and procedures. Ability to interpret and apply laws, regulations, policies, and procedures.
  • Knowledge of GAAP accounting rules and standards, non-profit financial management, fiscal operations, financial management, and audit preparation. Ability to interpret complex financial documents such as general ledger, balance sheet, and profit and loss statement.
  • Ability to respond effectively and timely to sensitive inquiries and complaints and maintain confidentiality. Able to utilize professionalism and diplomacy with those who may be experiencing degrees of stress and are under duress.
  • Ability to prepare official communications, communicating effectively both in writing and orally to groups and individuals.
  • Must have excellent analytical, proofreading, and organizational skills. Ability to multitask with attention to detail and quality control. Ability to take direction, receive, and properly carry out instructions.
  • Ability to work independently with minimal supervision. Skill in multi-tasking, coordinating multiple projects, and meet critical deadlines.
  • Skill in operating a variety of office and accounting software programs, i.e., Microsoft Suite, QuickBooks or similar software.
  • Knowledge of Indian Affairs and Tribal government operations.
