Position Summary: The Tribal Administrator is responsible for overall tribal management including administration, financial management, program management and enrollment management. The Tribal Administrator works at the direction of the Business Committee, performs the duties necessary to ensure accountability, compliance and administration of all local, state, federal and other contracted and /or grant programs that include but are not limited to health care, education, social services, youth, elder programs, subsistence, heritage and cultural preservation. This will also entail preparing contracts, supervising and assigning tasks to staff and departments, reviewing and revising documents, facilitate meetings, coordinating events, monitoring fiscal requirements, tracking work plan progress, preparing budgets, reports and narratives. The Tribal Administrator will be a liaison in conjunction with Peoria Tribe and Business Committee for focusing on short and long-range goals for the Tribe. The Tribal Administrator will maintain a professional appearance, attitude and working environment for the Tribe, its members and employees. 

Essential Functions: 
  • Oversees the daily operations and affairs of the Peoria Tribe. Supervises department directors in Tribal Administration activities. Trains and manages staff through and/or in conjunction with departmental directors.
  • Identify, propose, plan and execute projects, programs and policies and procedures which are socially and  economically beneficial to all Peoria Tribal members and which meet the Peoria Business Committee’s goals, objectives and vision
  • Provides reports regularly to Business Committee concerning status of all assignment, duties, projections and functions of the various programs and activities, assists in establishing program objectives and meeting deadlines, preparing resolutions, contracts, budgets, reports, and other support documents as needed. Attends all Business Committee meetings and provides reports to attendees.
  • Oversees fiscal operations, including budgets, grants, scheduled expenditures and requisitions, and variance analysis through and/or in conjunction with department directors.
  • In coordination with Financial Officer, prepares Tribal Administration annual budget and subsequent modifications for presentation to the Business Committee. Upon approval by the Business Committee, implements, monitors, and evaluates, assigned department and program budgets. Assures that general programs, indirect costs proposals, and contract and grant proposals are submitted in compliance with Tribal and Federal guidelines.  
  • Coordinates an administrative review process for all approved grants to ensure managers and directors submits financial and program reports to Federal agencies in a timely and efficient manner. Assists in negotiations of Business Committee approved contracts, grant agreements, and contracts for services and leases. 
  • Interfaces with grant agencies and Tribal management personnel to ensure programs are managed in compliance with applicable regulations and Tribal policies and operating procedures for governing personnel, finance, contracting, administrative, records, facilities, and property. Takes corrective action when required when issues are identified.
  • Provides leadership in policy administration, human resource management and fiscal responsibility. Serves as the Tribal Emergency Manager responsible to coordinate with county, state, local, and federal emergency management to establish and implement Tribal Emergency management plans. Oversees communication and reporting to all local, state and federal agencies and contracted services.
  • Performs other duties as directed by Business Committee. 
 Minimum Qualifications: 
  • Bachelor’s degree from an accredited university and three years successful work as an administrator or in an equal position of equal responsibility OR 
  • A minimum of five years in an administrative capacity and/or combination education, training, experience in community development, management, supervision, and administration equal to ten years of successful administrator nor in a position of equal responsibility. 
  • Knowledge of principles and practices of employment law, fiscal operations, audit preparation, financial management, human resources/ personnel, property and contract management. 
  • Must be computer literate with experience in standard Microsoft Office software, be bondable, have excellent analytical, oral, written, and organizational skills, and have working knowledge of current Tribal and Federal laws and regulations. 
  • Previous management and leadership experience. 
  • Ability to establish and maintain working relationships and partnerships within the tribe, local community, other organizations and local, state and federal governments and agencies. 
  • Ability to interpret complex documents such as grant proposals, grant applications and awards.
  • Knowledge of organizational development, public administration and administrative practices and procedures.
  • Knowledge of standard regulations for state and federal grants, contract opportunities and procedures. Ability to interpret and apply laws, regulations, policies and procedures. 
  • Knowledge of GAAP accounting rules and standards, non-profit financial management, fiscal operations, financial management and audit preparation. Ability to interpret complex financial documents such as general ledger, balance sheet and profit and loss statement. 
  • Ability to respond effectively and timely to sensitive inquires and complaints and maintain confidentiality. Able to utilize professionalism and diplomacy with those who may be experiencing degrees of stress and are under duress. 
  • Ability to prepare official communications, communicating effectively both in writing and orally to groups and individuals. 
  • Must have excellent analytical, proof reading and organizational skills. Ability to multitask with attention to detail and quality control. Ability to take direction, receive and properly carry out instructions.
  • Ability to work independently with minimal supervision. Skill in multi-tasking, coordinating multiple projects and meet critical deadlines. 
  • Skill in operating a variety of office and accounting software programs, i.e. Microsoft Suite, QuickBooks or similar software. 
  • Knowledge of Indian Affairs and Tribal government operations. 
 General Position Information: 
  • Must be a US citizen and have a valid US driver’s license 
  • Satisfactory State and Federal criminal and financial background check
  • Primary work location is the Peoria Administrative Building
  • Must NOT be an elected or appointed official of any Peoria Tribal Committee

Work Requirements:Position involves prolonged sitting, standing, stooping, or bending, lifting, or carrying 30 pounds on a daily basis. Work is generally performed in an office environment with varying levels of lighting, air quality, noise, and / or temperature.
