Job Title: Category Manager, Capital Procurement

At DC Water, we are seeking a highly skilled Category Manager, Capital Procurement to join our team. This role will be responsible for managing large and complex categories and sourcing projects in various capital projects.

Key Responsibilities:
  • Develop and implement category and sourcing strategies and goals for assigned categories to achieve department and business objectives.
  • Manage the full range of sourcing and contracting activities for assigned categories or as requested by management.
  • Develop complex RFx and other solicitation documents and independently manage and lead the entire sourcing and contracting process, including vendor search, proposal evaluation, deal and contract negotiation, and award.
  • Advise customers on category and sourcing procedures, policies, business practices, and contract interpretation.
  • Work with customers to select the appropriate contract type for a specified effort.
  • Participate in the evaluation and formulation of procurement policies and procedures.
  • Provide advice and informal on-the-job training and coaching to less experienced category and sourcing specialists.
  • Represent the Authority in solving problems and explaining acquisition requirements.
  • Hold discussions with customers, General Counsel, VP, and Director of Procurement, and other executive and senior management concerning procurement strategy, vendor management, contract pricing, and other contractual matters.
  • Chair or oversee pre-bid and pre-proposal conferences. Provide direction and guidance regarding pre-bid and pre-proposal inquiries.
  • Demonstrate ability to manage multiple simultaneous complex sourcing projects and achieving consistent savings.
  • Perform other duties and responsibilities as assigned at the discretion of the immediate supervisor.
Requirements:
  • Five (5) years of progressive experience in sourcing and contracting.
  • A bachelor's degree in business, technical, or a related field from an accredited college or university.
  • Strong project management experience and ability to project manage multiple complex projects.
  • Versed in all types of contracts.
  • Strong expert experiences in RFx process, proposal evaluation, deal negotiation, and contract negotiation.
  • Strong Experience in Capital Programs, Engineering, Construction, or Design-Build.
  • Strong and proven leadership experiences and ability to present and interact with executive levels.
  • Strong analytical, planning, interpersonal, and organizational skills.
  • Strong knowledge in computer (MS Word, Excel, PPT, Project).
  • Ability to travel as required.
Preferred Qualifications:
  • Prefer private sector and consulting experiences.
  • Master's degree preferred in Business, Technical, or a related field from an accredited college or university.
  • Professional certification from the Institute for Supply Management (ISM), APICS, the National Institute of Government Purchasing (NIGP), or National Contracts Management Association (NCMA), or the ability to obtain certification from any of these organizations within one (1) year of employment.
