Key Responsibilities:
- Project Planning and Implementation:
- Collaborate with diverse stakeholders, including governmental bodies, contractors, and community organizations.
- Track project advancements, pinpoint potential challenges, and swiftly apply solutions.
- Program Oversight:
- Direct the activities of formal supervisors and technical specialists within the Solid Waste Department.
- Manage intricate tasks involving solid waste regulations, environmental concerns, and programs executed by independent contractors.
- Oversee compliance with waste-to-energy landfill and related environmental regulations.
- Financial and Contract Oversight:
- Monitor project expenditures and furnish regular financial updates to upper management.
- Administer contracts, including work review, performance evaluation, and invoice approval.
- Regulatory Compliance and Quality Control:
- Guarantee all projects adhere to local, state, and federal waste management regulations and standards.
- Establish and uphold quality assurance measures to ensure superior project delivery.
- Conduct routine site evaluations to confirm compliance with project specifications and safety protocols.
- Communication and Leadership:
- Act as the primary liaison for all project-related communications.
- Prepare and deliver project updates to stakeholders, including senior management and community groups.
- Inspire and guide project teams, providing support to achieve project objectives.
- Special Initiatives and Department Projects:
- Complete special assignments and coordinate departmental initiatives as required.
- Investigate and resolve various issues related to solid waste programs.
- Education and Experience:
- High School diploma or an equivalent GED with nine (9) years of progressively responsible experience in waste-to-energy landfill or solid waste program management, including two (2) years in a supervisory role; OR
- Bachelor's degree in environmental management, physical, natural or biological sciences, engineering, public or business administration, or a related field with five (5) years of relevant experience.
- Special Qualifications:
- Willingness to work various schedules, including mandatory periods during emergencies or disasters.
- Understanding of solid and hazardous waste disposal principles and practices.
- Familiarity with national, state, and local landfill and waste-to-energy permitting laws.
- Knowledge of OSHA regulations and safety protocols.
- Proficiency in project management software and tools.
- Ability to manage budgets, develop bid specifications, and oversee contracts.
- Strong analytical and problem-solving capabilities.
- Excellent communication and interpersonal skills.
- Capacity to build and maintain effective working relationships with colleagues, external agencies, and the public.
