Position Overview:

The Engineering and Science Services and Capabilities Augmentation (ESSCA) contract provides engineering, scientific, and technical support to NASA. Our Aerosciences Team is a high-performing group engaged in complex tasks that support various NASA programs. This exciting work is crucial for advancing human exploration to the Moon, Mars, and beyond.

Our ESSCA Team Leads act as first-line supervisors, overseeing task orders and personnel to meet the requirements outlined in the ESSCA Performance Work Statement, along with any additional skills needed as the contract evolves. They ensure that high-performing individuals are recruited through structured human resources processes and are properly trained, developed, and adhere to our policies and standards. Team Leads are responsible for the proactive management of assigned task orders and personnel to ensure effective fulfillment of NASA's requirements.

Key Responsibilities:

- Lead a dynamic and high-performing team to support the government client and Jacobs management.

- Provide technical supervision, including the assignment and balancing of team skills across various task orders to meet client and Jacobs management expectations.

- Collaborate with the Deputy Department Manager to assign and develop lead personnel for each task order or subtask as necessary.

- Support resource allocation, tracking, and control for tasks and subtasks.

- Oversee individual and team technical performance, which may involve managing sub-task leads, providing technical expertise, and/or directly contributing as a team member.

- Ensure the technical quality of work products generated by team members. Establish and implement processes within the Jacobs Performance Management System.

- Train and develop team members through on-the-job training, strategic assignments, peer-to-peer training, and classes.

- Anticipate future resource, skills, and development needs in collaboration with department management to efficiently manage and train the workforce for maximum flexibility and efficiency.

- Identify and manage cost, technical, and schedule risks to ensure the successful completion of task order requirements and the ESSCA goals and objectives.

- Implement the ESSCA safety program for the team and exemplify our commitment to a culture of safety.

- Conduct hiring functions to meet team support needs: define position requirements, recruit candidates, lead interviews and selections, and manage onboarding activities.

- Develop employee goals and objectives and conduct performance evaluations. Support disciplinary processes if necessary.

- Implement the awards and recognition program within the team to enhance team morale.

- Review and approve employee travel and training requests along with associated expense reports.

- Establish and oversee specialty subcontracting requirements in collaboration with the Task Lead and Jacobs Business and Finance Office, including coordination of task assignments and performance. Develop subcontractor Statements of Work and manage subcontractors.

Team Leads will support ESSCA contract operations by:

- Ensuring excellent client relations and fostering harmonious team dynamics through effective conflict resolution.

- Facilitating coordination, communication, and collaboration with other Team Leads, Jacobs management, and technical experts.

- Supporting Jacobs leadership in communication, sharing, and developing best practices for NASA and across ESSCA.

- Actively engaging with Jacobs and NASA personnel to explore new work areas and develop new task scopes.

- Leading and supervising personnel in the technical execution of task orders.

- Promoting employee awareness and commitment to personal safety, mission success, and client satisfaction.

- Notifying Jacobs management of activities that may require disciplinary or safety actions.

- Ensuring the quality of technical work in accordance with the Jacobs Performance Management System.

- Coordinating subcontractor task assignments and performance.

- Strategically assigning personnel to broaden and develop their skills while providing points of contact for each task order or subtask.

- Utilizing analytical, design, and testing tools to deliver state-of-the-art capabilities.

- Applying extensive experience to effectively utilize technologies and tools relevant to the technical discipline.

- Conducting special projects as assigned by department management.

Qualifications:

A degree in a scientific, engineering, or related field is required, preferably from an ABET-accredited institution. An MS or Ph.D. is highly desirable. Typically, educational requirements equate to a Ph.D. with a minimum of 9 years of experience, a Master's with at least 13 years, or a Bachelor's with at least 15 years of experience.

The candidate must possess exceptional technical and leadership qualifications in one or more of the following areas:

- Outstanding verbal and written communication and interpersonal skills.

- Technical leadership and engineering management in aerospace disciplines.

- Proven skills in technical and systems management to support the evaluation of NASA programs and projects.

- Technical expertise in specialties such as Aerosciences, Aerothermal, or Aerodynamics is highly desirable.
