King County Metro Transit is seeking a visionary leader to become Metro's first Technology Leader to lead the prioritization and allocation of resources for technology enhancements that align with Metro's strategic goals.
The Technology Leader plays a crucial role in the implementation of Metro's IT Operating Model, which aims to support Metro's business goals by providing secure, reliable, flexible, and cost-effective technology solutions that support continuous business improvement, are integrated with regional public transit initiatives, and deliver accurate and accessible data for a wide range of uses.
The new IT Operating Model will combine the Transit Technology Operations group (TTO), the Transit Technology Project Management group (TTPM), and a future Product Manager group into a single organizational structure, managed by the Technology Leader, who directs, guides, mentors, develops, and manages the performance for multiple staff members and teams, and serves as an escalation point for staff.
This position chairs the Metro Technology Advisory Board (MTAB), the governing body made up of senior Metro leadership that will establish the IT investment management structure and processes for selecting, evaluating, controlling, and measuring Metro's IT technology investments.
This position also serves as a liaison to the King County Governance and Central Project Review Board (including elected officials), managing highly visible, multi-agency projects with significant financial and customer impacts.
With a strong focus on the customer experience and engagement, the Technology Leader will provide strategic guidance on the implementation of Metro's IT Strategy and Roadmap; checking, adjusting, and recommending technology investments to meet the changing technology needs of the department.
Typically, IT projects involve complex business issues with multiple dimensions, development and change to the enterprise infrastructure, integration of multiple enterprise information systems, integration of multiple lines of business, or the application of emerging technology to an existing line of business.
The Technology Leader will need to be able to apply a broad scope of advanced technical and project management knowledge to oversee and direct the development of major information technology projects spanning multiple years and multiple information systems.
The ideal candidate will be an exceptional people leader, have extensive experience with technology for transit (or similar agencies) and organizational design, along with a strategic mindset to integrate systems and infrastructure.
Highly effective communication and collaboration skills are critical, as this role involves translating business strategies and intricate implementation plans to diverse audiences, and advising senior management partners on policies and initiatives.
The most competitive candidate will also be an advocate for equity and social justice, be comfortable engaging in candid conversations about race and equity in our work, and demonstrate the ability to persevere in a dynamic, sometimes ambiguous environment while ensuring customer needs remain at the forefront of all initiatives.
Key Responsibilities:
- Lead, manage, and mentor teams of highly experienced IT professionals in providing world-class customer experiences to King County staff and constituents, while fostering a culture of continuous improvement, innovation, and collaboration.
- Provide strategic direction, guidance, mentoring, development opportunities, and performance management to multiple staff members and matrixed workgroups supporting key business systems and serve as an escalation point for staff.
- Model and integrate equity and social justice principles across all work areas, shaping systems and promoting an organizational culture that embraces these values.
- Promote a culture of innovation and sustained change and demonstrate a strong commitment to improving current products and services to support critical technology systems and infrastructure.
- Provide strategic guidance on implementing Metro's IT strategic framework and Technology Roadmap, checking and adjusting to ensure technology solutions meet the Department's changing needs.
- Prioritize and recommend technology investments and projects to MTAB and Metro's Leadership Team (MLT)
- Leverage the County's information and business intelligence systems to drive measurable operational improvements and accountability across Metro.
- Plan, develop, and implement processes to integrate and align information technology for department lines of business.
- Assess costs, risks, and impact of information technology strategies and projects; Leverage the County's information and business intelligence systems to drive operational improvements focusing on performance, measurement, and accountability.
- Lead Metro's technology planning, project and operational priorities budgeting, and resource allocation, in coordination with the department's overall planning and budgeting.
- Oversee the work of Technology Project Management and Technology Operations, develop a new Product Manager role and lead the work of the product management team.
- Communicate the status of requests throughout the planning cycle, including placement on the Technology Roadmap
- Oversee and monitor budgets for technology operations, capital projects, and product management at the department level and make budget presentations to internal and external partners
- Develop criteria for determining which projects will be monitored at the department level; develop and produce regular reports on the project status; make recommendations on timelines, schedule adjustments, and the financial impact of adjustments.
- Lead the Metro Technology Advisory Board (MTAB). This board will consist of senior Metro leadership and will have oversight and decision-making authority for technology within Metro.
- Develop and implement policies to ensure data integrity, privacy, and security across technology systems and infrastructures, electronic commerce, and vendor relationships.
- Oversee the creation of policies, procedures, processes, system documentation, and training materials for current and future IT systems to ensure smooth implementation and compliance.
- Negotiate and manage consultant agreements, contracts, and service agreements with internal and external partners, ensuring alignment with performance expectations
Requirements:
- At least eight (8) years of combined experience managing and/or leading technical staff, developing, and executing work programs, developing performance measures, setting performance expectations, and providing coaching and feedback.
- At least five (5) years of IT project management experience that includes analyzing, planning, designing, deploying, and implementing complex IT projects and programs related to operations and infrastructure.
- High emotional intelligence; Experience with enterprise support systems including Remote Connections, Active Directory, VPN, Mobile Device Support, Microsoft O365 suite, and current Windows Operating Systems.
- Demonstrated skill or ability in promoting a collaborative culture fostering engagement, innovation, development, and autonomy for staff.
- Demonstrated skill or experience in establishing and maintaining exceptional customer relationships, ensuring high-quality service delivery, and tactfully handling vendors, suppliers, and contractors who provide a wide range of products and services.
- Demonstrated experience or advanced skill in managing competing priorities and applying project management principles and techniques, such as: resource and budget allocation, and managing project scope, timelines, and reporting.
- Current budget development, monitoring, and proven financial stewardship experience
- Experience working with labor unions and the ability to maintain strong, productive relationships with union leadership, respecting established processes, and fostering an environment of mutual respect.
