Job Summary

We are seeking a highly skilled Interdisciplinary General Engineer/Architect to join our team at Naval Facilities Engineering Command. As a key member of our team, you will be responsible for overseeing and providing construction engineering support for capital improvement projects, including military construction and facilities major renovations.

Key Responsibilities
  • Monitor construction activity to ensure compliance with contract plans, specifications, and scheduling.
  • Manage the technical submittal process to ensure submittals meet contract requirements.
  • Manage the change order process required to address unforeseen conditions, differing site conditions, design deficiencies, etc.
  • Review construction project parameters to recommend changes that will improve the overall project results.
  • Negotiate design modifications with representatives to verify operational agreements satisfy the interests of facilities programs and projects.
  • Apply professional knowledge of engineering/architectural principles and theories consistent in type, scope, and depth with that acquired through completion of a bachelor's degree in engineering or architecture.
  • Apply general knowledge of the various types of construction contracts, project delivery methods, and regulations governing Federal contract administration.
Requirements
  • At least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Experience must demonstrate the following: 1) Overseeing and providing construction engineering support for capital improvement projects including military construction and facilities major renovations; 2) Managing or providing significant assistance to the management of capital improvement projects from conception through close-out, to include scope schedule, and cost; 3) Monitoring construction contractor quality and safety programs via available data and metrics and by conducting site visits; 4) Providing recommendations by resolving project problems due to design errors, unforeseen conditions or changes in criteria; and 5) Preparing and presenting briefs related to scopes of work, design reviews, contract negotiations, etc.
Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM): Successful completion of a professional engineering degree or a bachelor's or higher degree in architecture.

OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).

OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
