Position Overview: We are currently seeking a Financial Analyst who will play a critical role in analyzing, estimating, and pricing both government and commercial contracts. This position requires a keen eye for detail and the ability to engage with subcontractors to gather pricing information, develop labor and material estimates, and create cost models.

Key Responsibilities:

  • Examine Performance Work Statements (PWS) and Scopes of Work (SOW) to ensure accuracy and clarity, formulating questions as necessary.
  • Extract detailed asset information from solicitations to generate comprehensive labor estimates.
  • Develop competitive estimates and pricing in response to RFPs, utilizing a variety of internal and external resources.
  • Engage with vendors to solicit PWS/SOW, monitor progress, and compile pricing data for submission.
  • Identify and establish relationships with local and national vendors to fulfill subcontracting needs.
  • Analyze vendor operations to determine pricing factors and suggest alternatives to optimize costs.
  • Maintain productive relationships with vendors to facilitate ongoing collaboration.
  • Coordinate site visits with Business Development and local contract sites as necessary.
  • Generate workload estimates and pricing models to support staffing solutions for projects.
  • Prepare and analyze benchmarking data to assist in labor and material cost assessments.
  • Utilize maintenance metrics to inform labor staffing requirements.
  • Review task analyses from government solicitations to support labor staffing strategies.
  • Estimate total hours required by skillset in collaboration with operational and business development experts.
  • Evaluate vendor quotes for accuracy and compliance.
  • Participate in meetings related to assigned projects with Business Development and contract sites.
  • Focus on subcontracting opportunities for small businesses in project execution.
  • Prepare reports, plans, and budgetary recommendations as needed.
  • Perform additional duties as assigned.

Qualifications:

  • A degree in Engineering, Finance, Economics, or Business is preferred, along with 1 to 4 years of relevant experience in facilities maintenance and cost estimating. Alternatively, 5 to 10 years of experience may substitute for a degree.
  • Proficiency in Excel and strong written and verbal communication skills are essential.
  • Ability to work under pressure and meet tight deadlines while maintaining professionalism.
  • Willingness to work extended hours to ensure project success.
  • Experience in estimating within facilities operations or mechanical/electrical service industries is advantageous.
  • Familiarity with RS Means is a plus.
  • Knowledge of facilities maintenance, repair, and construction principles is beneficial.
  • Field experience in related areas is an asset.
  • Strong organizational skills and the ability to manage multiple projects independently.
  • Creative problem-solving skills to develop unique solutions during the RFP process.
  • Effective communication skills for interaction with diverse stakeholders.
  • Ability to engage with individuals tactfully and equitably.
