Job Summary

This position is located in the Office of the Deputy Mayor for Planning and Economic Development and serves at the pleasure of the Deputy Mayor under the direction of the Chief of Staff. The Office of the Deputy Mayor for Planning and Economic Development (DMPED) assists the Mayor in the coordination, planning, supervision, and execution of economic development efforts in the District of Columbia with the goal of creating and preserving affordable housing, creating jobs, and increasing tax revenue.

Key Responsibilities
  • Design and implement a comprehensive strategy for business attraction, retention, and expansion in the District's priority industry sectors that promotes inclusive economic growth.
  • Oversee critical programs aimed at achieving the goals outlined in the District's Comeback Plan and work closely with agency leadership to reposition Downtown DC as a vibrant and thriving hub.
  • Coordinate with the Washington DC Economic Partnership and other government instrumentalities to advance the District's economic development and business development goals.
  • Lead and execute strategies to attract, retain, and expand businesses within the District, with a particular focus on the District's priority industry sectors, ensuring alignment with the goals of inclusive economic growth.
  • Oversee the implementation of business development programs critical to the success of the District's economic development efforts.
  • Develop and deliver the strategy for the city's new business development, marketing and communication, as appropriate, to attract and retain businesses and expand entrepreneurship.
  • Develop an existing plan for advertising projects, using communication tools to raise the profile of the city.
  • Help devise, develop and deliver a comprehensive strategic and tactical plan for business development, income generation and awareness-raising for the city.
  • Help raise the city's media profile by defining and managing a new communication strategy.
  • Oversee the administration and promotion of DMPED-administered incentive programs and support the development of new incentive programs.
  • Research relationships that should be developed and manage effective partnership with both existing and new key partners.
  • Regularly analyze key economic indicators to evaluate the fiscal health of the District of Columbia.
  • Provide strategic advice to District leadership based on evaluation of economic indicators and trends.
Qualifications and Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the applicant must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Duration of Appointment: MSS At-Will. This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Residency Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Collective Bargaining Unit: This position is not in a collective bargaining unit.

Position Designation: This position has been designated as Security Sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive.
