Job Summary

We are seeking a highly experienced and skilled Program Manager to join our team at the New York State Division of Homeland Security and Emergency Services. The successful candidate will be responsible for managing complex federally funded emergency management, disaster assistance, and disaster recovery programs.

Key Responsibilities
  • Develop and implement program policy and priorities in support of DHSES Recovery Program goals.
  • Understand and be conversant in federal regulations, policy, and guidance related to disaster assistance programs.
  • Provide guidance to DHSES Executives, state agencies, local governments, and non-profit organizations on Recovery program objectives, strategies, rules, and regulations.
  • Develop new statewide objectives and priorities as needed.
  • Function as a subject matter expert, consultant, and interpreter on applicable State and federal laws, rules, regulations, policies, and protocols.
  • Manage staff to ensure consistency and quality of program administration and support.
  • Establish and monitor FEMA program deadlines and reporting requirements.
  • Interface with FEMA HQ and regional staff to facilitate rapid resolutions to emerging issues.
  • Support the State Emergency Operations Center or field offices during emergency or disaster activations.
Requirements

The ideal candidate will have at least 10 years of professional-level experience in the administration of complex federally funded emergency management, disaster assistance, and disaster recovery programs. A bachelor's degree may substitute for four years of general experience, and a master's degree or juris doctorate may substitute for an additional year of general experience.

Management experience is defined as direct leadership, management, and strategy execution for an identifiable organizational unit or program. This experience should also include administrative supervision of professional staff.
