Position Title: Regional Property Asset Supervisor

The Housing Authority of the City of Camden (HACC) is in search of a dedicated Regional Property Asset Supervisor to play a pivotal role in the Public Housing Program.

Role Summary:
This position is integral to the Asset Management Department, which oversees the management of over 1,419 housing units owned and operated by the Housing Authority. The department is also responsible for the centralized screening and selection of public housing residents, assisting low-income families and individuals, including the homeless, elderly, and disabled.

Key Responsibilities:
The Regional Property Asset Supervisor will support the Asset Management team and the Deputy Executive Director in the comprehensive management of Housing Authority properties. The focus will be on:

  • Overall property management functions, including maintenance, environmental systems, grounds upkeep, and fiscal administration.
  • Daily operations management of all Housing Authority developments.
  • Overseeing property management and engaging in financial planning to ensure the health and sustainability of the organization’s real assets.

This role demands a high level of responsibility, creativity, vision, accountability, technical skill, and diplomacy. The incumbent will perform both technical functions and routine office tasks.

Essential Duties:
The Regional Property Asset Supervisor will effectively manage operations and programs across multiple public housing developments, ensuring financial viability through:

  • Effective oversight of management, occupancy, physical maintenance, and safety functions.
  • Collaboration with internal and external teams to develop and monitor strategic plans aimed at maximizing portfolio performance.
  • Meeting performance goals and coordinating necessary data for the Asset Management Department.
  • Facilitating communication between Property Managers for both Private and Public Housing Sites.

Qualifications:
The ideal candidate will possess:

  • A Bachelor's degree in Real Estate, Business, Finance, or Accounting; an advanced degree is preferred.
  • A minimum of ten (10) years of experience in housing authority, private real estate asset management, or multi-family housing.
  • Experience in Asset Management, portfolio management, and project management.
  • At least one of the following certifications upon hiring: Rental Assistance Demonstration (RAD) Certification, PH Management Certification, or Low Income Housing Tax Credit Specialist Certification.

Additional Skills:
Knowledge of HUD rules and regulations, strong organizational skills, attention to detail, and the ability to establish effective working relationships are essential. Experience with complex financing for affordable housing projects and familiarity with design and construction methods will be advantageous.

Salary: Negotiable, commensurate with experience.
