POSITION OVERVIEW: The Program Operations Manager will be responsible for the daily management of the GBHI initiative funded by SAMSHA. This role entails overseeing program activities, supervising staff, and ensuring that program objectives are met. The initiative aims to enhance and fortify treatment and recovery support services for individuals, including families and youth, facing homelessness due to substance use disorders or co-occurring mental health challenges. Additionally, the program offers assistance with housing resources.
KEY RESPONSIBILITIES:
Leadership and Supervision
- Oversee housing specialists and substance use counselors across the full spectrum of services.
- Conduct weekly individual supervision and biweekly group sessions for staff and interns.
- Collaborate with the Director to provide clinical supervision to housing staff, both individually and in group settings.
- Deliver direct services to tenants when staff are unavailable due to vacancies or leave.
- Manage the implementation and oversight of the Grants for the Benefit of the Homeless Individuals (GBHI) program, focusing on outreach and program deliverables.
- Supervise the identification and prioritization of the homeless population requiring behavioral health services.
- Oversee the collection of baseline and ongoing program data, including outcome assessments.
Service Delivery and Referrals
- Supervise both concrete and clinical referrals, including outreach initiatives.
- Provide counseling to clients utilizing Motivational Interviewing, Harm Reduction, Trauma-Informed Care, and Contingency Management techniques.
Oversee the assessment of clients' medical, behavioral, and substance use needs, as well as their functional abilities, concrete needs (e.g., housing, finances, legal), social and family support, language and immigration issues, and barriers to care.
Case Management and Evaluations
- Ensure all client assessments and service plans are comprehensive, client-centered, and completed promptly.
- Conduct intakes, assessments, and treatment planning, assigning cases and tasks as necessary.
- Supervise program staff and ensure the completion of all required reports on a monthly basis.
- Guarantee that all services are delivered in a culturally and linguistically appropriate manner.
- Conduct annual and ongoing mental health evaluations for tenants.
- Possess expertise in chemical dependency evaluations and treatment plan updates.
Program Coordination and Community Engagement
- Participate in departmental and program meetings, including weekly team meetings and monthly tenant gatherings.
- Utilize tools such as safety plans, community meetings, psycho-education groups, and treatment planning conferences to foster a nonviolent and trauma-sensitive environment.
- Engage in outreach to shelters, probation offices, and correctional facilities to enhance program visibility.
- Allocate a significant portion of time to outreach activities.
Additional Responsibilities
- Perform other duties as assigned based on program needs.
- Be prepared to work outside regular hours, including evenings and weekends, as necessary.
QUALIFICATIONS:
- EDUCATION: A Master's degree in social work, Mental Health Counseling, or a related field is required.
- Current licensure as NYS LMSW/LCSW/LMHC/LCAT is mandatory.
EXPERIENCE:
- A minimum of 2 to 4 years of supervisory experience is required.
- At least 1 year of experience providing services to individuals facing homelessness and substance abuse issues.
- Proven expertise in working with individuals with psychiatric disorders.
- Experience in community-based work with a strong understanding of community resources.
- Exceptional written and verbal communication skills are essential.
PREFERRED QUALIFICATIONS:
- Proficiency in Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.
- Bilingual candidates are highly encouraged to apply, with Spanish and Haitian-Creole being preferred.
LICENSURE: Current NYS LMSW/LMHC licensure is required.
