Overview

The Program Manager will oversee, coordinate, and guide the comprehensive management and operational activities defined within the contract. The PM is responsible for delivering the required level of contract management and administrative supervision to meet the quantitative and qualitative goals of this agreement. The PM will ensure that contract specifications are fulfilled at or above the established standards, aiming for total client satisfaction across all stakeholders. It is expected that the PM will cultivate and sustain effective relationships with clients to foster a mutually beneficial partnership with the Government.

Key Responsibilities
  • The Contractor is required to provide a fully qualified and experienced Program Manager (PM) for this engagement.
  • The Contractor must inform the Government whenever a representative is appointed in place of the primary position holder to fulfill the on-site obligations outlined in the contract.
  • The PM will bear full accountability for the overall execution of the contract.
  • The PM will act as the Contractor's authorized representative for all contractual, technical, and administrative aspects of the services mandated under this agreement.
  • The PM must possess the capability to make contractual decisions and commit their team within 60 minutes of a request from the Government.
  • The PM will serve as the primary conduit for communications, work assignments, and technical guidance between the Government and the Contractor. The COR or designated representatives will be the Contractor's initial point of contact within the Government.
  • The PM must be accessible within one (1) hour during standard working hours to meet on-site with the COR or designated representatives.
  • Outside of regular business hours, the PM must be reachable within two hours, upon notification, to meet on-site with the COR or designated representatives.

Qualifications

Essential qualifications for the Program Manager role include:

  • Industry-recognized certification in Program and/or Project Management or Facility Management.
  • A Bachelor's Degree in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or a related discipline.
  • A minimum of 15 years of experience managing all facets of building operations, with at least 10 years in a contract of comparable size and scope.

Proven experience in:

  • Managing LEED-certified facilities.
  • Operations within U.S. Government facilities.
  • Development, maintenance, and reporting of facility and service metrics.
  • Contract negotiations, modifications, and related contractual obligations.
