Job Summary

We are seeking a highly skilled Senior Financial Analyst to join our team at Command Holdings. As a Senior Financial Analyst, you will play a critical role in supporting the Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E) in developing the Program Objectives Memorandum and Budget Estimate Submission.

Key Responsibilities:

  • Assist in managing internal OUSD(R&E) budget reviews, change/budget proposals, and budget submission entries in Excel and applicable databases.
  • Develop and review detailed budget justification material, including R-Forms and P-Forms.
  • Prepare analysis and evaluations of program/operation effectiveness and financial/budgetary trends.
  • Review statements of work and required funding documents for approved OUSD(R&E) projects.
  • Monitor and support DoD program execution, including submission of required documentation for release of funding.
  • Assist in preparation of required documentation to support the DoD PPBE process.
  • Prepare and participate in Mid-Year reviews and other PPBE meetings as required.
  • Identify baseline financial processes and design target financial and business processes and procedures to improve mission and cost effectiveness.
  • Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases.

Work Environment:

  • Moderate noise levels and occasional loud noise.
  • Ability to sit at a computer terminal for extended periods.

Requirements:

  • Bachelor's Degree.
  • Current, active Secret security clearance.
  • Ten (10) years of experience in financial analysis within the Department of Defense.
  • Direct experience working within the Defense Agencies Initiative (DAI).
  • Demonstrated experience in all phases of the DOD PPBE processes.
  • Working knowledge of POM and Budget Estimate submissions within the DoD.
  • Proficient in all Microsoft Office applications.
  • Professional proficiency in English is required.
