About the Role

Milliman is seeking a highly skilled Senior Healthcare Policy Consultant to join our Indianapolis Health practice. As a key member of our team, you will play a critical role in providing strategic guidance and support to state Medicaid agencies and other health and human services agencies.

Key Responsibilities

  • Lead or support consulting engagements to help state Medicaid agencies design, obtain authority for, and implement their programs.
  • Conduct Medicaid policy strategy development and develop innovative solutions in a rapidly changing healthcare policy environment.
  • Provide analysis of complex Medicaid legislation, regulations, and federal guidance.
  • Develop state program documents and program materials.
  • Review emerging and existing regulatory requirements to understand implications for state clients' programs.
  • Research and identify leading-practice program approaches.
  • Prepare client reports and develop engaging presentation materials.
  • Effectively communicate results and facilitate discussions with clients and other stakeholders as needed.
  • Manage projects and track progress, including acting as an overall project leader or working as part of a team to staff larger projects.
  • Maintain and grow subject matter expertise by developing thought leadership pieces and policy summaries on emerging Medicaid legislation, regulations, and federal guidance.
  • Lead and mentor team members to grow their expertise and skills.
  • Ensure quality control processes and procedures are followed.

Qualifications

  • Experience managing complex Medicaid policy projects or program implementations.
  • Excellent strategic thinking skills.
  • Strong written and oral communication skills.
  • Extensive experience working with Microsoft PowerPoint and Word.
  • Experience managing teams.
  • Specific regulatory/policy experience in behavioral health policy and programming, including areas such as Certified Community Behavioral Health Clinics (CCBHCs), behavioral health crisis care, mental health and addiction parity, workforce development, financing, and the overall behavioral health continuum of care.
  • Experience collaborating with a diverse range of stakeholders, including focus groups and structured interviews, with participants such as behavioral health providers, consumers, health plans, and pharmaceutical companies.

Requirements

  • Bachelor's degree in health policy, public policy, health management, public health, or a related field.
  • 7+ years' experience working in any combination of state Medicaid agency experience, CMS experience, or similar consulting or other Medicaid-related experience.

Preferred Qualifications

  • Master's degree in health policy, public policy, health management, public health, or a related field.
  • Specific regulatory/policy experience in Medicaid managed care, Medicaid financing policy, or equity and social determinants of health/health-related social needs.
