Position Overview: Regulatory Attorney
The Senior Staff Attorney – Regulatory is responsible for reviewing and preparing litigation materials and various legal documents, providing counsel, and representing the organization in a range of legal issues. These may encompass regulatory compliance, rate procedures, litigation, municipal matters, energy law, ethics, and other areas requiring legal expertise.
Key Responsibilities
- Deliver legal guidance on regulatory issues impacting PGW, focusing on various legal matters including regulatory compliance, litigation, municipal law, energy regulations, and other areas requiring legal support; prepare necessary legal documentation.
- Conduct thorough research on relevant legal opinions, rulings, and findings to ensure the provision of sound legal advice regarding company operations.
- Advise and represent PGW in negotiations, administrative proceedings, and court actions as assigned; prepare associated legal documents. Responsibilities may include Public Utility Commission (PUC) matters, customer service hearings, budget proceedings, gas commission hearings, legislative issues, and FERC matters.
- Provide ethics guidance and training; investigate ethical concerns.
- Analyze and interpret federal, state, and local laws, case law, ordinances, legislation, and regulations to assess their implications for company policies and practices.
- Advise management on the legal implications of new and proposed changes to company policies and procedures.
- Collaborate with other departments as necessary to fulfill assigned responsibilities.
- Engage in special projects and assignments as requested.
Qualifications
- Juris Doctor (JD) or equivalent law degree from an accredited institution.
- Active membership in the Pennsylvania Bar.
- A minimum of 5 years of experience in commercial, energy, and/or regulatory law.
- Experience with natural gas rate procedures is essential.
- Prior practice before governmental or regulatory agencies such as the PUC, Philadelphia Gas Commission, City of Philadelphia, FERC, or City Council is preferred.
- Strong analytical and communication skills to interpret and convey complex legal concepts in clear terms.
- Demonstrated leadership abilities with a proactive approach to guiding peers and assisting the Legal Department in identifying suitable candidates for special projects and advancement.
