About the Role

We are seeking a highly skilled and experienced Real Property Division Manager to lead our team in Santa Barbara. As a key member of our General Services Department, you will be responsible for overseeing the acquisition and disposal of real property on behalf of the County.

Job Summary

This exempt position is at-will and reports directly to our leadership team. You will work closely with other departments, government agencies, and stakeholders to ensure seamless execution of real estate transactions.

Key Responsibilities
  • Lead the Real Property Division, managing and coordinating real estate documentation, and applying principles of real property law, land acquisition, and property management.
  • Oversee public agency real estate transactions, including acquisitions, condemnation suits, grants, quitclaims of fee, and easements.
  • Develop and implement policies and procedures for real estate management, ensuring compliance with laws, regulations, and County policies.
  • Maintain accurate records and prepare reports, presentations, and correspondence related to real estate transactions.
  • Collaborate with colleagues, elected officials, and external partners to advance the County's real estate goals and objectives.
Requirements

To be successful in this role, you will need:

  • A Bachelor's degree in Business Administration, Public Administration, Real Estate Law, or a closely related field.
  • Seven years of increasingly responsible experience in private or public appraisal, leasing, engineering, real property law, or acquisition/disposal of real property or property rights for public purposes.
  • Three years of supervisor or manager experience, with a strong track record of leadership and team management.
  • Valid California driver's license and ability to meet automobile insurability requirements.
Preferred Qualifications
  • Possession of a valid International Right of Way Association (IRWA) senior designation.
  • Experience executing complex public agency real estate transactions, including negotiating leases, franchises, and licenses.
  • Excellent written and verbal communication skills, with the ability to present information clearly and concisely.
Benefits

The County of Santa Barbara offers a competitive salary range of $128,200.80 - $163,625.28 annually, commensurate with experience. In addition, you will receive a comprehensive benefits package, including health insurance, retirement plans, and paid time off.
