Overview
As a Senior IT Business Consultant, you will provide essential analytical services to our business partners.

Your role involves collaborating closely with various business units to gain a comprehensive understanding of their strategies, processes, services, and the overall context in which they operate.

Key Responsibilities
Conduct thorough reviews of assigned business processes from start to finish to identify and mitigate operational, financial, and technological risks.
Engage with IT colleagues in the design and development of new programs, processes, projects, and software solutions. Support team members with analysis, validation, application testing, defect tracking, and training as necessary.

Work alongside software project teams to assist in all facets of business requirements and testing activities. Participate in the coordination and oversight of software development initiatives. Aid in establishing testing procedures and scripts.

Research and compile statistical reports utilizing data from various systems and surveys; synthesize information into clear and actionable deliverables for management decision-making.

Ensure alignment among user requirements, funding needs, technical specifications, and system capabilities.

Lead project teams comprising Business Analysts, Systems Programmers, and end-users in defining system requirements, often for projects that span multiple technical disciplines.

Oversee business requirements analysis, validation, and verification, ensuring that all requirements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable.

Provide project-level analysis by producing necessary documentation such as business requirements, scope matrices, use cases, sequence diagrams, future state proposals, and UAT plans.

Conduct change impact assessments to evaluate the potential implications of modifications and document business rules, functions, and requirements.

Identify, create, and facilitate process design changes through comprehensive business and systems process analysis and design, focusing on quality enhancement and data management; ensure data reliability and validity; develop process improvements or re-engineering recommendations; integrate new systems and processes with existing frameworks; and collaborate with internal and external stakeholders to ensure systems align with long-term business strategies.

Elicit requirements through various methods including interviews, document analysis, surveys, site visits, business process descriptions, use cases, scenarios, competitive product analysis, task and workflow analysis, and requirements workshops.

Demonstrate current expertise in Information Systems and apply this knowledge to the development, execution, and enhancement of action plans by providing guidance to others in the application of information and best practices.

Facilitate the prioritization of requirements based on business value. Perform additional duties as assigned.

Qualifications
Education and experience equivalent to a Bachelor's degree from an accredited institution in Business, Information Systems, or a related field. A Master's degree is preferred. A minimum of five (5) years of relevant experience is required.

Experience in delivering business analysis and/or expertise in areas such as business transformation, optimization, business relationship management, and business process management is preferred. Certifications in Business Analysis, ITIL, and/or Project Management are advantageous.

Proficient knowledge of business analysis, software implementation, and/or software development projects across all phases of the SDLC, utilizing both waterfall and agile methodologies; familiarity with customer management is essential.

Awareness of existing, new, and emerging technologies and the ability to apply them practically to new business designs and models to achieve desired outcomes.

Knowledge in designing and constructing business capabilities, value streams, business processes, and organizational structures.

Familiarity with project facilitation, product management, and organizational change management.

Understanding of metrics development and business process management, including workflow and integration methods and tools.

Proficient in Microsoft Office, Visio, and Project; familiarity with MS Teams and SharePoint is beneficial.

Demonstrated analytical and conceptual skills, along with statistical and information analysis capabilities.

Ability to create original concepts and theories for diverse projects.

Establish and maintain a high level of customer trust and confidence.

Analyze project and product needs to determine necessary resources for meeting objectives and resolving issues.

Effectively communicate complex ideas clearly and concisely across functional and technical departments, both verbally and in writing.

Build and maintain effective working relationships with co-workers, stakeholders, and external organizations.

Possess a valid driver's license and maintain a good driving record.

Individuals in this role may be required to pass a national fingerprint-based records check prior to placement and maintain eligibility throughout their tenure.

Physical requirements include occasional lifting of 5-10 lbs., visual acuity, speech and hearing capabilities, and manual dexterity necessary for operating a computer and basic office equipment.
