POSITION RESPONSIBILITIES

Note:

All official drafts, documents, and recommendations must be reviewed, finalized, and approved by the appropriate management personnel.

Organize and facilitate small-scale projects related to engineering design and analysis, addressing both design and operational challenges.

Identify and define essential engineering design parameters, suggest design methodologies, oversee the technical approach, and assess the final design.


Evaluate and recommend suitable remote sensing solutions to tackle complex interrelated challenges.

Propose solutions for design and operational issues and create new designs as necessary when standards do not address project situations.

Maintain effective communication with project teams, stakeholders, and sponsors to keep all parties informed of project progress, potential challenges, and to foster understanding and acceptance of recommendations.


Provide technical expertise on remote sensing functions and practices.

Conduct design work for capital projects based on an analysis of engineering and design requirements, project parameters, and technical information from various sources.


Adapt standard guidelines and designs to specific projects.

Assist in the development, enhancement, and application of design templates, standards, and guidelines as necessary.

Conduct thorough reviews of completed work products and geospatial data records to ensure completeness, accuracy, and adherence to project requirements, design practices, standards, and quality objectives.


Analyze factors contributing to errors and recommend corrective actions.

Collaborate and coordinate with other departments regarding specification matters.

Organize and facilitate meetings with personnel to effectively exchange information, address differing opinions, advocate for solutions, reach necessary compromises, and summarize conclusions, which are documented in memoranda and workflow tracking systems.


Prepare and process specification change requests in accordance with established procedures. Ensure that specifications comply with policy and regulations and are technically accurate. This role requires the application of engineering knowledge across multiple technical disciplines.

Specification writing involves the integration, coordination, and review of concise detailed descriptions of work methods, procedures, and precautions for tasks to be performed.


Create, update, and revise design and engineering records and databases. Ensure data quality and prepare and verify data models.

Provide support to design engineers, project managers, and other technicians concerning remote sensing projects and related deliverables.

Develop, prepare, revise, and distribute design drawings and engineering technical documents and databases to support various projects, including transmission line, fiber optic, and wireless projects on multiple computer platforms including MicroStation CADD and PLS-CADD.

Work may include:
Update and maintain existing hard copy design drawings in the files.

Convert existing hard copy drawings to electronic formats on the MicroStation CADD and PLS-CADD systems.

Obtain drawing and/or design files as necessary to complete assigned tasks.

Enter data into computer and/or CADD files for facility design. Verify data for completeness and accuracy.

Review and check the work of contract service providers for accuracy and adequacy; provide feedback and recommendations to project managers.


Organize documents and maintain filing systems in compliance with requirements. Share and distribute documents only to authorized personnel.

Ensure all official records are maintained in accordance with security and governance standards.

Validate that official records are accurately kept for auditing purposes.

Represent the group at project meetings on assigned projects. Report on status, scheduling, and other project-related issues. Coordinate efforts with project managers and other departments.

Analyze topographic aerial survey data sets for completeness and accuracy.

Archive and maintain relevant data files.

Produce models of existing or proposed transmission lines.

Assess transmission lines for potential impairments caused by vegetation and other field conditions.

Generate reports on safe tree heights.

Manipulate data for various engineering applications.

REQUIREMENTS
Education & Corresponding Experience (required on matrix)

Bachelor's degree in civil engineering (from an accredited institution) or a closely related field is required.

1 year of Civil Engineering experience is required.

Experience must include knowledge of engineering concepts, principles, and practices applicable to components and facilities found in a regional transmission system.


Required Technical Skills & Experience (required on matrix)

Knowledge of and skill in the following areas:

Geometry and coordinate systems.

PC operating systems.

Preferred Skills & Experience (optional on matrix)

Familiarity with LiDAR point cloud software and other computer methods for analysis, design, and documentation.


Experience with GIS and Remote Sensing/LiDAR.

Knowledge of and skill in the following areas:

ESRI ArcGIS software

Working knowledge of surveying principles and image processing.

Experience with PLS-CADD and MicroStation/CADD software platforms.

Familiarity with SharePoint functionality.
