Position Overview:

This role is integral to the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). During the NY HELPS Program, this position may be filled through a non-competitive appointment, provided candidates meet the outlined minimum qualifications.

Non-Competitive Minimum Qualifications:
Accountant Trainee 1:

A bachelor's degree in accounting, auditing, or taxation, or a bachelor's degree with 24 semester credit hours in relevant courses.

Accountant Trainee 2:

A bachelor's degree in accounting, auditing, or taxation, or a bachelor's degree with 24 semester credit hours in relevant courses, along with one year of professional experience in accounting/auditing or financial internal or field auditing, encompassing the full spectrum of activities in the design, review, analysis, and management of accounting systems, leading to the preparation of or recommendations on financial statements in accordance with generally accepted accounting principles.

Senior Accountant:

A bachelor's degree in accounting, auditing, or taxation, or a bachelor's degree with 24 semester credit hours in relevant courses, plus two years of professional experience in accounting/auditing or financial internal or field auditing, where responsibilities included the comprehensive design, review, analysis, and management of accounting systems, resulting in the preparation of or recommendations on financial statements in accordance with generally accepted accounting principles.

Note: A master's degree in accounting, auditing, or taxation may substitute for one year of experience.

It is anticipated that employees hired under NY HELPS will have their non-competitive employment status transitioned to competitive status in the future, without the need for examination.

Employees will then enjoy the same rights and privileges as competitive class employees of New York State.

While permanently serving in a NY HELPS title, employees may participate in any promotion examination for which they qualify.

Competitive Minimum Qualifications:

Reassignment Qualifications:

Transfer Qualifications:

Accountant Trainee - One year of permanent, contingent-permanent, or 55 b/c service in a title allocated to Grade 12 or higher determined to be similar by Civil Service.

Senior Accountant - One year of permanent, contingent-permanent, or 55 b/c service in a title allocated to Grade 16 or higher determined to be similar by Civil Service.

Preferred Qualifications:

Ability to establish and maintain relationships across a diverse set of stakeholders.

Duties Description:

The Senior Accountant/Accountant Trainee 1/2 in the Administrative Finance Bureau will be responsible for:

  • Reviewing and analyzing program expenses against available funding for assigned program areas on a monthly basis;
  • Conducting detailed reviews of program spending to identify causes of over or under spending;
  • Preparing projections for funding, spending, supportable positions, and year-end financial status of assigned programs;
  • Posting journal entries, preparing reports, and performing account reconciliations.
