Role Summary:

The Philadelphia Department of Public Health (PDPH), specifically the Division of Disease Control (DDC), oversees the operation and upkeep of PhilaVax, the Immunization Information System (IIS) for Philadelphia. The primary objective of PhilaVax is to gather and maintain immunization records for the city. The data collected is essential for healthcare providers and various partner programs within PDPH. The DDC leverages IIS data to prepare for public health emergencies and educate the community on health and safety practices.

Key Responsibilities:

  • Lead the technical, policy, legal, grant, and strategic management of the IIS team and associated immunization program activities.
  • Manage the IIS contract, development, and IT procurement for the immunization program.
  • Oversee large databases and coordinate with staff possessing diverse technical skills.
  • Facilitate communication regarding immunization reporting and clinical technology usage.
  • Supervise IIS personnel, manage workloads, delegate tasks, and monitor performance.

Data Management and Security:

  • Oversee the development and maintenance of informatics applications, leading PhilaVax and related application development.
  • Collaborate with stakeholders, data owners, IT, and end users to enhance the utility of PhilaVax and related systems.
  • Direct data modernization efforts in conjunction with epidemiological counterparts and leadership.
  • Ensure compliance with data standards and policies, enhancing data stewardship activities.

Systems Oversight:

  • Provide input into federal rule-making and policy-making activities relevant to informatics and health reform.
  • Coordinate system design and analysis with vendors to meet program and departmental information needs.
  • Research and recommend technology solutions to automate key processes and enhance operational efficiency.

Qualifications:

  • Master's degree in Public Health, Health Informatics, Epidemiology, or a related field, or a Bachelor's degree with extensive public health experience.
  • Minimum of 6 years in public health, health informatics, or IIS-related fields, with experience in relational databases and project coordination.
  • Strong communication skills, proficiency in Microsoft Office Suite, and the ability to work independently or collaboratively.

Compensation:

Salary range is $85,000 - $95,000, commensurate with education and experience.
