Position Overview
Abacus Technology Corporation is in search of an Acquisition Strategy and Documentation Subject Matter Expert (SME) to deliver acquisition assistance for the Command, Control, Communication, Intelligence and Networks (C3I&N) Directorate. This role is a full-time commitment.
Key Responsibilities
- Conduct planning, research, analysis, and evaluation of system acquisition related to the development, production, and deployment of weapon systems and related equipment.
- Devise plans and propose innovative and effective strategies to achieve cost, schedule, and performance goals.
- Engage with a diverse array of multi-MAJCOM stakeholders to identify specific needs and requirements, providing counsel within the area of expertise, including oversight and task execution through leadership, teamwork, and diplomacy.
- Organize, schedule, and lead various exchanges and meetings with the program office team, stakeholders, and industry to comprehend program requirements and emerging commercial technologies that may bridge capability gaps for warfighters.
- Formulate, recommend, and draft the appropriate acquisition strategy along with the necessary statutory and regulatory ACAT I documentation in a timely and efficient manner.
- Assist in all Acquisition Strategy reviews, create supporting documentation, and aid the Government in the development and review of draft Request for Proposal (RFP) documents.
- Support and create acquisition reports, including statutory and regulatory reports (e.g., DAES, MAR, etc.).
- Assist in program management reviews, senior-level meetings/reviews, and IMP/IMS reviews.
- Prepare and develop various briefings/schedules regarding program status and acquisition tasks for senior management.
Qualifications
Minimum of 20 years of experience in acquisitions, including at least 5 years supporting DoD programs. A Bachelor's degree in a relevant field is required, with additional years of experience potentially substituting for degree requirements. DAWIA Acquisition Professional Development Program APDP Program Manager Level II or III Certification is preferred; 10 years of FMS Case Management experience is also desired. Comprehensive knowledge of principles, policies, and practices of systems acquisition and program management as outlined in DoDI 5000.2, along with an understanding of roles and relationships within the DoD and the Air Force, is essential for strategic and tactical program planning (short-term, mid-term, and long-term) to enhance system mission capabilities. Familiarity with qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs is necessary. Ability to assist program managers in evaluating schedule and cost baselines, recommend viable solutions to challenges, and explore alternative actions is crucial. Candidates should demonstrate proactive work habits with minimal supervision and possess effective oral and written communication skills, providing high-quality acquisition and program documentation (briefings, documents, plans, etc.). Candidates must exhibit advanced knowledge, experience, and recognized expertise in their technical/professional field, along with the ability to oversee the efforts of junior and mid-level personnel. Experience in identifying acquisition strategy challenges and proposing alternative solutions is essential. Candidates should be capable of addressing strategic-level issues and working independently as well as collaboratively under tight deadlines with shifting priorities. Proven leadership, team-building, strategic planning, and organizational development skills are required. Relevant experience with an ACAT I level program, including the development of new programs within the Acquisition community, is important. Experience in the creation of RFP documentation and support of Acquisition Strategy reviews is necessary. Proficiency in packaging and presenting briefings for senior-level reviews is required. Experience in initiating and managing high-visibility programs is highly desirable. Program control and Program Execution Group experience is also a plus. Proficiency in Microsoft Office applications is expected. Willingness to travel OCONUS extensively and conduct international teleconferences outside of normal business hours is required. Candidates must be U.S. citizens and hold a current Secret clearance.
