Job Overview:

Mercy Health is seeking a highly skilled and experienced Emergency Management Specialist to join our team. This critical role plays a vital part in ensuring the preparedness and response of our organization to emergencies and disasters.


Salary:$75,000 - $90,000 per annum.

Job Description:

The successful candidate will be responsible for coordinating multiple projects, including assessments, developing response plans, training exercises, special needs planning, fiscal management, and program evaluation. The position requires ongoing maintenance and compliance with various requirements, including Mercy Health, IDPH, HHS-ASPR Grant, Winnebago County, OSHA, CDC, ISO, NFPA, and Illinois Emergency Management Agency (IEMA) regulations.


Key Responsibilities:
  • Develops, implements, and evaluates emergency preparedness-related plans, procedures, protocols, and agreements in coordination with local, regional, and state partners.
  • Writes and produces comprehensive emergency preparedness plans and annexes to prepare members and regional partners for designated emergency planning, response, and recovery efforts.
  • Updates plans to address identified gaps resulting from After Action Reports/Improvement Plans created from exercises and actual emergency incidents.
  • Coodinates and develops a NIPARC Hazard Vulnerability Analysis to assess regional resources, support planning for specific populations, and prioritize gaps and mitigation strategies.
  • Works with NIPARC members, Medical Director, and designated partners to develop training curricula and facilitate trainings and exercises compliant with Homeland Security exercises and Evaluation Program.
  • Provides support to NIPARC members in addressing identified gaps resulting from AAR/IPs, as needed.
  • Coordinates redundant communication drills with all HCC members to ensure functional communication systems.
  • Participates in meetings and committees related to program activities and responsibilities.
  • Serves as NIPARC Chairperson and primary contact for IDPH.
  • Plans and facilitates NIPARC meetings and NIPARC Executive Board meetings.
  • Serves as a liaison to hospitals, providing ongoing communications and updates from IDPH, IEMA, and other stakeholders.
  • Maintains operational grant budget according to single source audit requirements.
  • Maintains cache of equipment, purchased through grant programs, assuring 24/7 operational readiness.
  • Provides guidance and expertise to other local, state, and federal organizations.
  • Develops and sets coalition strategic plans, training, and exercises plans, and work plans in consultation with Medical Director.
  • Provides leadership and support for Incident Management Teams during emergencies.
  • Assists with operation, activation, and staffing of the Emergency Operations Center (EOC) as requested and able.
  • Participates in incident response teams, as requested and able.
  • Maintains compliance with all IDPH, HHS-ASP RGrant, Winnebago County, OSHA, CDC, ISO, NFPA, and Illinois Emergency Management Agency (IEMA) requirements.

Required Skills and Qualifications:

The ideal candidate should possess a Bachelor's degree or higher, or at least 8 years of relevant emergency management experience. Previous experience in emergency management and grants management is essential, with a preference for healthcare experience. Certification/Licensure: Illinois Professional Emergency Manager Certification required within 2 years of hire. International Association of Emergency Managers Certified Emergency Manager, preferred.
