Job Summary
The Department of Citywide Administrative Services' (DCAS), Human Capital (HC) Line of Service seeks to appoint a Computer Specialist (Operations) to work in the HC Bureau of NYCAPS Central (NCC). NCC is a human resources service center that oversees the expansion and maintenance of NYCAPS, a centralized state-of-the-art automated personnel system for human resources professionals, managers, and employees to access and manage personnel and benefits information.
Responsibilities
- Troubleshooting all system issues for the Human Capital Management (HCM) system.
- Identifying, diagnosing, and resolving system issues in a timely manner with minimal supervision.
- Completing and closing help desk tickets in accordance with established standard operating procedures.
- Promptly reporting to supervisor with appropriate urgency level. Properly creating and closing system issues remediation service requests in accordance with established standard operating procedures.
- Performing and properly completing in a timely manner all applicable data audits and user-acceptance testing in accordance with functional business requirements and established methodologies. Recording all issues in logs.
- Learning and maintaining a working knowledge of all HCM system applications. When necessary, interacting with the vendor, consultants, DCAS employees, and any other relevant entities to resolve any new application issues in a timely manner and in accordance with established standards.
- Maintaining accurate documentation and troubleshooting of all HCM applications.
- Communicating effectively with staff and vendors. Informing production support teams of issues, problems, updates, etc.
- Interacting with staff and vendors in a professional manner.
- Providing support to customers and internal teams during and after major functionality rollouts and system upgrades.
- Developing reports/queries for data analysis.
Requirements
A four-year high school diploma or its educational equivalent plus a certificate from an accredited technical school (approximately hours) with a specialization in computer operations, and three years of satisfactory, full-time large-scale mainframe computer operations or three years of satisfactory data communication network experience in a mainframe environment, one year of which must have been in a project leader capacity or as a major contributor on a complex project; or
A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience as described in "1" above, including one year of which must have been in a project leader capacity or as a major contributor on a complex project; or
A four-year high school diploma or its educational equivalent and five years of satisfactory, full-time experience as described in "1" above, including one year of which must have been in a project leader capacity or as a major contributor on a complex project; or
A satisfactory combination of education and/or experience which is equivalent to "1," "2," or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and three years of satisfactory, full-time large-scale mainframe computer operations or three years of satisfactory data communication network experience in a mainframe environment, one year of which must have been in a project leader capacity or as a major contributor on a complex project.
Preferred Skills
- In addition to having knowledge of PeopleSoft HCM 9.0 or higher, the qualified candidate should have at least 5 years of hands-on experience performing business analysis and supporting various PeopleSoft HCM modules such as eRecruit, Training Administration, Benefits Administration, and Performance Management.
- Thorough understanding of relational databases and their impact throughout the application.
- Proficient in PeopleSoft query tool.
- Proficient in SQL or similar query tools.
- Expert in MS Excel (i.e., pivot tables, vlookup, and other advanced Excel functions and formulas).
- Possess analytical, problem-solving, and excellent communications skills.
- Ability to handle multiple tasks.
- Work collaboratively in a team environment with internal and external entities.
