Job Summary

We are seeking a detail-oriented and dedicated individual to join our team as a Program Analyst. As a key member of our organization, you will provide support to our State 911-Department by analyzing financial information, managing audits, and communicating with regulatory and financial staff.

Key Responsibilities
  • Obtain and review information necessary to calculate monthly program payments to Public Safety Answering Point call centers.
  • Manage the audit process conducted for Public Safety Answering Point call centers and Wireless Carriers to ensure compliance to receive State funds.
  • Review varied financial information filed by companies and Public Safety Answering Points, ensuring compliance of all required filings.
  • Analyze remittances into the state 911 program to monitor issues that may require follow up with telecommunication carriers.
  • Manage annual audit program for 911 remittances and examine procedures related to the carrier remittance process.
  • Communicate effectively with State and Local Officials and representatives of telecommunication carriers.
  • Extract, compile and analyze financial data to prepare or facilitate the preparation of standardized or recurring reports.
  • Participate in analyzing and forecasting funds and provide recommendations to management to assist in planning and administering funds.
  • Post data to ledgers, journals, and worksheets to establish adequate tracking measures and maintain records of financial transaction.
  • Interpret appropriate federal and State laws, rules, regulations, and standards to ensure compliance and efficient operation in accordance with prescribed accounting principles, theories, and concepts.
Requirements
  • Bachelor's degree in business administration, finance, accounting or directly related field.
  • Proficiency with MS Office, expertise with Microsoft Excel.
  • Strong verbal and written communication skills.
  • Experience and relevant certifications may substitute for education on a year-for-year basis.
Preferred Qualifications
  • Bachelor's degree in business administration, finance, accounting or directly related field, and two (2) years of related professional work experience.
  • Experience with project management, policy analysis, financial analysis and/or auditing.
Knowledge, Skills, and Abilities
  • Knowledge of policy and program analysis, conducting research on complex technologies or issues, company financial statements and financial analysis, and Microsoft Office products.
  • Skills in research methods/techniques, conducting independent research, communicating/presenting information to individuals and groups, and strong analytical/problem solving skills.
  • Ability to communicate effectively both verbally and in writing, explain complex processes and interpret state and federal regulations, identify trends and critical elements in program and demographic data, and prioritize work and meet deadlines.
