Key Responsibilities:
The Facility Safety Head (FSH) is tasked with ensuring the safe operation of the TDT wind tunnel and its associated equipment and systems by trained and certified personnel following approved protocols and methodologies. The FSH will undergo a comprehensive training and certification program divided into four phases, which will include studying LaRC rules, guidelines, and procedures, familiarizing with TDT facility systems and processes, understanding support resources across the Center, and demonstrating practical knowledge of the learned material. The FSH will participate in board reviews with a panel that will assess readiness for the FSH role.
Responsibilities associated with high-speed wind tunnel operations include, but are not limited to:
- Reviewing and approving proposed modifications to facility and tunnel systems.
- Reviewing and approving proposed changes to facility schematics, testing procedures, and maintenance guidelines.
- Ensuring that facility schematics, testing procedures, and maintenance guidelines are maintained under configuration control.
- Participating in the test lifecycle from inception, planning, reviews, model installation, testing, and model removal.
- Reviewing and approving test model stress reports for compliance with LaRC model construction and safety factor guidelines.
- Conducting test readiness reviews for wind tunnel tests.
- Representing TDT as the authoritative source for planning, organizing, directing, and implementing system safety requirements.
- Evaluating, coordinating, monitoring, and executing engineering systems safety analyses to support facility operations, maintenance, repair, and enhancements.
- Managing safety interlock systems.
- Identifying and addressing safety concerns, ensuring that mitigations and controls are implemented.
- Promptly notifying management of any identified high-risk situations.
- Ensuring personnel are adequately trained and certified through recognized training programs, maintaining training records in the Facility Resume.
- Maintaining information and records within the Facility Resume.
- Reviewing work proposals for maintenance or new construction by external contractors.
- Ensuring work plans accurately identify hazards and include appropriate mitigations and controls.
- Monitoring and ensuring proper use of safety permits as necessary.
- Conducting monthly facility safety inspections to ensure that office spaces and work areas are free of hazards and compliant with LaRC regulations.
- Conducting monthly safety meetings.
- Supporting Center-level safety initiatives.
- Potentially serving as the alternate FSH for other test facilities.
The test facility often requires specific systems, media, and testing techniques to develop unique solutions for complex challenges related to model integration, measurement applications, and operational configurations. Safety must be integrated into all operations, which may utilize the following systems:
- Tunnel and Plenum – encompassing the physical outer shell, nacelle, test section, gate and butterfly valves, debris screens, bypass valves, model access door, airlock, and hatches.
- Tunnel Main Drive – including the 30,000-horsepower motor, fan hub and blades, dynamic brake, rotor bearing lubrication and seal systems, synchronous condenser, and high voltage AC and DC power.
- Facility Service Air System – comprising high-pressure air feed, backup air compressor feed, pneumatic control valves, actuators, and seals.
- Cooling Water System – involving water sumps, cooling tower, supply pumps, coolant piping to equipment, and heat exchangers.
·Heavy Gas Reclamation System – featuring vacuum blowers and piping to reduce tunnel pressure to test pressures ranging from atmospheric to near total vacuum, R134a liquid storage tank and vaporizer for filling the tunnel with R134a gas, and a Clark compressor, collection pots, and cryogenically-cooled cold boxes for recovering R134a gas to its liquid state.
·Other Testing Systems – including camera and lighting systems, laser systems, and air oscillating systems.
Qualifications:
U.S. Citizenship is required. Must be able to obtain and maintain a security clearance as necessary. A Bachelor’s degree from an accredited engineering institution and five (5) to eight (8) years of relevant engineering experience, or a Master’s degree and four (4) to six (6) years of relevant engineering experience, or a Ph.D. and two (2) to four (4) years of relevant experience. A strong background in facility system safety and mechanical and electrical system analysis is essential. Familiarity with aeronautics, NASA operations, Programmable Logic Controllers (PLCs), Root Cause Analysis, personnel training, and configuration management is preferred. Candidates lacking a Bachelor’s degree but possessing extensive, demonstrated experience may be considered.
Essential Functions:
Work Environment: Test environment – May involve exposure to high noise levels, localized hazards, hazardous materials and chemicals, and active or dormant industrial facilities. Office environment – (40%) Travel between various facilities during test operations may expose personnel to loud noise and potentially hazardous equipment operations.
Physical Requirements: Visual and physical engagement with test-related systems, hardware, and components. Ability to walk, stand, bend, twist, and sit for extended periods, as well as climb, crawl, and lift up to 35 lbs. Ability to distinguish basic colors. Corrected vision and hearing are required at all times. Must be able to utilize the following (with appropriate training/certifications and personal protective equipment provided): Platform or A-frame ladders up to 12 Ft., extension ladders up to 24 Ft., personal or one-man aerial lifts up to 30 Ft., articulating or boom aerial lifts up to 35 Ft.
Equipment and Machines: Standard office equipment (PC, MS Office Suite or equivalent, telephone, fax, etc.). Safety and personal protective equipment. Must possess a valid driver's license.
Attendance: Regular attendance is mandatory. Occasional overtime/work outside normal hours may be required.
Other Essential Functions:
U.S. citizenship is required. Must be able to work collaboratively in a team environment. Professional behavior that enhances productivity and promotes teamwork and cooperation is essential. Grooming and attire must be appropriate for the position and not pose safety risks. Must be able to obtain and maintain a security clearance. CMOE employees are expected to diligently develop a Safe Plan of Action (SPA) for each task performed.
