Job Summary

The Commonwealth of Virginia is seeking a highly skilled Human Resources Business Partner to join our team. As a key member of our HR department, you will serve as a strategic partner to management, aligning business objectives with employees and management in designated business units.

Key Responsibilities

  • Consult with management on HR-related issues and provide guidance on employee relations, recruitment, compensation, and performance management.
  • Assess and anticipate HR-related needs, communicating proactively with the HR department and business management to develop integrated solutions.
  • Formulate partnerships across the HR function to deliver value-added services to management and employees that reflect the business objectives of the organization.
  • Maintain an effective level of business literacy about the business units' financial position, mid-range plans, culture, and competition.
  • Conduct and attend periodic meetings with respective business units, manage and resolve complex employee relations issues, and maintain in-depth knowledge of legal requirements related to day-to-day management of employees.
  • Provide day-to-day performance management guidance to line management, work closely with management and employees to improve work relationships, build morale, increase productivity, and retention, and provide HR policy guidance and interpretation.
  • Conduct recruitment and consult with hiring managers on recruitment strategies, panel selection, interview methods, questions, selection, and documentation needs, and analyze trends and metrics in partnership with the HR team to develop solutions, programs, and policies.
  • Provide guidance and input on business unit reorgs, workforce planning, and succession planning, and develop and conduct training programs to meet agency business needs.

Requirements

  • Bachelor's Degree from an accredited 4-year college or university in Human Resource Management or related field.
  • Working knowledge of multiple human resource disciplines, including recruitment, compensation practices, organizational diagnosis, employee relations, diversity, performance management, and federal and state employment laws.
  • Excellent consulting skills, client management, and business literacy skills, strong conflict management skills, and strong interpersonal and negotiation skills.
  • Excellent verbal and written communication skills, ability to develop strong trusting relationships, and effectively envision, develop, and implement new strategies to address competitive, complex business issues.
  • Ability to manage multiple business units in multiple locations, manage multiple conflicting priorities, be flexible and available to interact with employees at all levels, and be self-directed and motivated.

Preferred Qualifications

  • Human Resources experience working in 24/7 operations, extensive experience in recruitment and employee relations, and Human Resources experience spanning over regional territories.
  • PHR or SPHR certification highly desired.
