Job Title: Research Specialist V

Join our team as a Research Specialist V, a key member of the Vaccine Data and Finance Group, working under the supervision of the Group Manager within the Immunization Section. This role involves advanced data analysis and providing recommendations to the Texas Vaccine for Children (VFC) programs relating to Public Health Informatics.

Key Responsibilities:
  • Develop and implement effective data dissemination methods for vaccines and vaccine usage.
  • Provide advanced analysis and guidance for the Immunization Section by planning, conducting, and reporting on projects for the VFC program.
  • Develop and implement new procedures, policies, protocols, and processes for data quality assessment of vaccines and related systems.
  • Consult and provide expert technical assistance and guidance to program staff within the DSHS central and regional offices, local health departments, other governmental agencies, community organizations, the general public, providers, and payers.
  • Provide support to programs and entities ordering vaccines.
  • Assist with coordination and analysis of import data processing activities.
  • Monitor database for data integrity and records quality issues.
  • Develop, implement, and monitor data quality assurance and testing activities.
  • Recommend system improvements based on research methods and data analysis.
  • Communicate verbally and in writing with a wide range of stakeholders on a regular basis.
Requirements:
  • Knowledge of medical/epidemiologic data analysis, methods, principles, and techniques.
  • Knowledge of statistical concepts and methods and their application to research analysis.
  • Knowledge of measurement, testing, and evaluation procedures.
  • Knowledge of SAS, SQL, Tableau, ArcGIS, and Power BI.
  • Knowledge of sampling and weighting data.
  • Knowledge of computer application (SQL, SAS) to biostatistics, spreadsheet, Power Point, Tableau, and geographical information systems (ArcGIS).
  • Skill in use of statistical measurement techniques.
  • Skill in research design and implementation.
  • Skill in development of procedures to monitor and evaluate progress in achieving project objectives.
  • Skill in project management to organize major project activities.
  • Skill in oral communication skills to facilitate meeting agendas to achieve planned outcomes.
  • Skill in technical writing to clearly and succinctly communicate project/research information for correspondence with state and federal agencies.
  • Ability to work independently.
  • Ability to gather information from a variety of sources and synthesize information into simpler terms.
  • Ability to express ideas clearly and concisely orally and in writing.
  • Ability to develop and effectively deliver training and technical assistance about data methods, procedures, or DSHS policies.
  • Ability to interpret complex statistical data, charts, and tables.
  • Ability to develop and analyze measuring instruments with respect to reliability, relevance, and validity.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships and work with others as part of a team.
  • Ability to perform under pressure; meet rapid deadlines.
Working Conditions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Knowledge, Skills, and Abilities:

The ideal candidate will possess a strong understanding of medical/epidemiologic data analysis, statistical concepts, and research design and implementation. They will also have excellent communication and project management skills, with the ability to work independently and as part of a team.
