Job Description

Job Summary

The Technical Program Manager is responsible for the successful delivery of new capabilities focused within the government programs technical ecosystem. This includes coordinated management of multiple, complex, technology-intensive, cross-functional projects, and in some cases, identification and implementation of cross-functional process improvements that will have a demonstrable bottom-line impact and maintain or enhance customer satisfaction.

Key Responsibilities:

  • Directs and is responsible for all phases of the assigned program management lifecycle or business improvement initiative from inception through completion, as related to end-to-end solution, schedule, resourcing, quality, and technical execution of programs/projects or subsystems of major programs/projects.
  • Provides input and guidance for solution roadmap development and milestones.
  • Ensures compliance of project leadership with the established company Project Management Methodology (traditional waterfall or agile/scrum) for programs and/or projects that fall under the assigned responsibility.
  • Establishes a methodology for eliciting, capturing, and documenting technical requirements. Ensures that solutions for business improvement initiatives are data-driven and can yield measurable results. Coordinates the preparation of business cases, implementation packages, proposal work statements and specifications, operating budgets, and financial terms/conditions of programs.
  • Facilitates resolution of issues that threaten delivery dates of projects included within the program, as they relate to other work streams and/or other projects.
  • Works with Product, Solution, and applicable vendors on the resolution of solution delivery impediments and provides guidance on technology assumptions and resolution options.
  • Provides input on resourcing to address critical bottlenecks.
  • Manages the interface between the business and IT, to ensure successful ROI and technology implementation.
  • Identifies opportunities to enhance performance and customer satisfaction in process improvement initiatives by improving processes internal to the company and those processes that are integrated with strategic external vendors.
  • Assists and mentors project staff in the strategic application of technical knowledge to address business problems/challenges.
  • Leverages deep technical/business/data knowledge to develop an implementation strategy, roadmap, and plan by taking complex interdependencies and business impact into consideration.
  • Establishes and communicates the annual calendars for Iterations & Program Increments (PI).
  • Works with the architecture team to validate solution design and necessary resources to support project/demand.
  • Supports testing planning and coordination across the multi-level testing activities outlined in the overall solution testing strategy.

Qualifications:

  • Bachelor's Degree in Health Care, Business Administration, Public Policy, Technology, or related field.
  • Master's Degree strongly preferred.

Experience:

  • 10-15 years of progressively responsible leadership experience in Management and Consulting.
  • Experience working in the health industry strongly desired.
  • Previous experience in project implementation of technology projects and business process reengineering.

Skill Requirements:

  • May require Master Black Belt or Black Six Sigma Certification and extensive experience in leading strategic initiatives using a variety of methodologies, including Business Process Redesign, Continuous Quality Improvement, Six Sigma, and Lean Management.
  • Excellent team building and collaboration skills required. Excellent written and verbal communication.
  • Relationship management a must.
  • The ability to be a strategic, big-picture thinker while possessing the analytical skills and understanding of operational details is essential.
  • Ability to successfully manage projects and people on a cross-functional, cross-organizational basis.

Working Conditions and Additional Requirements:

  • Must be able to work under normal office conditions and work from home as required.
  • Work may require simultaneous use of a telephone/headset and PC/keyboard and sitting for extended durations.
  • May be required to work additional hours beyond the standard work schedule.
  • Must be able to work in a hybrid environment – both virtual work and on-site (at least 1 day a week but occasionally up to 3 days a week as the business requires).
