City Engineering Supervisor

The City of Turlock is currently looking for qualified candidates for the position of City Engineering Supervisor / Land Survey Manager. Under the guidance of the City Engineer, the successful candidate will undertake advanced professional land surveying tasks that necessitate a significant degree of professional expertise and experience.

This role is categorized under the Management Bargaining Group for Labor Relations and is classified as exempt according to the Fair Labor Standards Act (FLSA).

The ideal candidate will possess a comprehensive understanding of professional land surveying practices, experience in supervising technical personnel, budget management, consultant contract oversight, and the preparation of right-of-way documentation. Excellent interpersonal, communication, and presentation skills are essential, along with the ability to collaborate effectively across various departments and a commitment to delivering exceptional customer service. A solid foundational knowledge of datums, horizontal and vertical control networks, as well as topographic and construction surveying, is required for the City’s projects.

An eligibility list will be established from this recruitment and will remain valid for a specified duration. All employees are subject to a probationary period.

Key Responsibilities:

• Supervise, recruit, train, and assess professional and technical staff.
• Plan, delegate, and evaluate the work of survey teams engaged in various surveys, including property line determinations, topographic assessments, and construction surveys.
• Conduct site inspections to aid in resolving complex issues.
• Provide project-specific scope, schedule, and cost estimates for the Survey Section and manage work according to the established parameters.
• Coordinate survey and right-of-way activities with other city departments and external agencies.
• Research and apply relevant city codes and state and federal regulations related to land surveying and right-of-way documentation.
• Oversee the Survey Section, ensuring compliance with the California Land Surveyors Act.
• Direct the collection, interpretation, and reduction of precise survey field notes.
• Perform complex office surveying tasks, including data compilation and record maintenance.
• Manage the annual budget for the Survey Section.
• Prepare and oversee survey-related Requests for Proposals and manage contracts with consulting surveyors.
• Utilize technology effectively in survey operations.
• Prepare and present survey-related materials for various city boards and commissions.

Knowledge and Skills Required:

• Thorough understanding of land surveying principles and practices.
• Familiarity with modern surveying techniques and tools.
• Knowledge of applicable laws and regulations governing land surveying.
• Ability to train city staff on surveying principles.
• Strong analytical skills to interpret complex engineering plans and legal descriptions.
• Excellent communication skills, both verbal and written.

Experience and Education:

A minimum of four years of progressively responsible experience in land surveying, including supervisory experience, preferably in the public sector. A Bachelor’s degree in Engineering or a related field is required.

Licenses:

Possession of a Certificate of Registration as a Professional Land Surveyor in California is mandatory. A valid California Class C Driver's license is also required.
