Job Title: Senior Project Manager - Electrical / SCADA
Department: Engineering and Construction
Reports To: Senior Group Manager
FLSA Status: Exempt

SUMMARY
Under the guidance of the Senior Group Manager, the selected candidate will utilize independent judgment, initiative, and interpersonal skills to manage capital programs through collaboration with Operations, Environmental Compliance, and Engineering Department personnel, as well as external consultants and contractors. Responsibilities will encompass project management for capital and operational initiatives, coordination with fellow project managers on quality assurance and quality control tasks, and the preparation and review of standard operating procedures, contracts, and project documentation. The role will focus on providing project management and technical oversight for electrical systems, backup power solutions, SCADA, and telemetry related to water and sewer projects, emphasizing water distribution, treatment, pumping, and storage.

RESPONSIBILITIES
  • Formulate long-term strategic planning processes for electrical and power supply systems, backup power solutions, SCADA, and telemetry across the Authority's water and wastewater facilities.
  • Engage in Capital Improvement Planning specific to electrical systems, ensuring compliance with relevant safety standards and ongoing maintenance protocols.
  • Oversee project design and execution for capital improvement initiatives in treatment, distribution, pumping, and storage.
  • Manage consultant and contractor activities throughout the planning, design, and construction phases, including budget oversight and schedule management.
  • Review and authorize change orders and payment requests for external consultants and contractors.
  • Prepare and assess project schedules, addressing any conflicts that arise during capital improvement efforts.
  • Ensure consistency across Authority documentation related to contracts, specifications, and project data.
  • Conduct quality assurance and quality control reviews of project deliverables for water and wastewater initiatives.
  • Draft and evaluate requests for proposals for consulting services and construction bids, approving selected vendors.
  • Assess changes to project scope, budget, and schedule, recommending corrective actions as necessary.
  • Assist in the development of policies, procedures, and financial projections as required.
  • Maintain accurate records and prepare reports and correspondence as needed.
  • Manage responsibilities in compliance with applicable laws, regulations, and organizational policies.
  • Participate in quality assurance inspections of installed equipment and materials.
  • Engage in Authority committees focused on safety and security initiatives.
  • Provide mentorship to junior Project Managers and Engineering staff.
  • Attend and contribute to meetings with consultants, contractors, and Authority representatives, as well as industry conferences.
  • Build and maintain positive relationships with electrical and telecommunications utility providers.
  • Prepare for and participate in community outreach initiatives.
  • Perform additional duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES
  • Proven ability to develop and implement best practices for continuous improvement and operational efficiency.
  • Strong management capabilities in planning, organizing, analysis, problem-solving, and team development.
  • In-depth knowledge of electrical, power distribution, emergency power, and SCADA systems in municipal projects.
  • Familiarity with industry standards and regulations relevant to electrical engineering.
  • Proficient in interpreting electrical schematics and technical documentation.
  • Experience in supervising and directing professional and technical personnel.
  • Ability to manage multiple projects effectively while meeting deadlines.
  • Strong critical thinking and problem-solving skills.
  • Excellent judgment, integrity, and ethical standards.
  • Effective communication skills, both verbal and written.
EDUCATION / EXPERIENCE REQUIREMENTS:
A minimum of a Bachelor's Degree in Electrical Engineering or a related field is required, along with twelve (12) years of engineering experience, including at least six (6) years in Project Management. A Professional Engineering License in Electrical Engineering or a related field is also required, or the candidate must apply for and obtain this license within six months of employment.

GENERAL REQUIREMENTS:
Applicants must possess a valid Class C Motor Vehicle Operator's License at the time of application and maintain it throughout employment. Residency within designated Pennsylvania counties is required.

SUPERVISION EXERCISED / RECEIVED
This position does not have direct reports and will receive supervision from the Senior Group Manager, Water Programs.
