General Overview:

The Payroll Manager is responsible for overseeing the payroll operations at Cook Inlet Tribal Council. This role ensures that payroll is processed accurately and in a timely manner, adhering to internal controls and compliance with all applicable municipal, state, and federal regulations. The Payroll Manager acts as a subject matter expert in payroll matters and collaborates closely with the Controller and other senior finance personnel, as well as the Human Resources Department.

Key Responsibilities:

  • Lead and manage the payroll team, including recruitment, performance management, and professional development.
  • Establish and uphold a robust system of internal controls and segregation of duties within the payroll process.
  • Address and resolve inquiries related to payroll and compensation.
  • Review and authorize payroll distributions and related reconciliations.
  • Generate payroll and benefits reports as required.
  • Conduct payroll-related analyses and communicate findings effectively.
  • Coordinate with the payroll team and external payroll service providers to ensure compliance with reporting and filing requirements.
  • Work collaboratively with department heads to identify and implement solutions for payroll-related challenges.
  • Oversee payroll records maintenance and ensure data integrity across systems.
  • Ensure adherence to all relevant labor laws and regulations during payroll processing.
  • Provide backup support for payroll staff as needed.
  • Facilitate training and development for payroll personnel.
  • Collaborate with Human Resources to manage retirement plan oversight.
  • Perform additional duties as assigned.

Qualifications:

  • Strong organizational skills and meticulous attention to detail.
  • Exceptional customer service and communication abilities.
  • Proficient in both written and verbal communication.
  • Ability to work independently with minimal oversight.
  • Strong analytical and problem-solving capabilities.
  • Demonstrated leadership and supervisory skills.
  • In-depth knowledge of 401(k) plans and related compliance requirements.
  • Proficient in accounting functions within a computerized environment.
  • Comprehensive understanding of payroll procedures and relevant labor laws.
  • Ability to reconcile payroll liabilities and understand their implications for financial reporting.
  • Capability to manage multiple priorities in a fast-paced environment.
  • Commitment to maintaining confidentiality.

Minimum Requirements:

  • Bachelor's degree in Accounting, Finance, or a related field, with relevant experience considered in lieu of education.
  • A minimum of three years in a supervisory or management role.
  • Three years of experience in payroll processing, including data entry and reporting.
  • Two years of experience in post-processing payroll activities.
  • Successful completion of state and federal background checks is required for continued employment.

Preferred Qualifications:

  • Five years of payroll experience.
  • Two years of experience with ADP Payroll systems.
  • Certification as a Payroll Professional (CPP).
  • Experience with Sage Intacct software.
