Position Overview:
The Chief Officer of Engineering Projects will provide strategic leadership and oversight for the engineering and construction initiatives associated with significant capital projects. This role entails managing a diverse team of engineering professionals, construction managers, and project control specialists, while fostering relationships with stakeholders to ensure the successful execution of major projects.
Key Responsibilities:
- Oversee project budgets and timelines for major capital initiatives.
- Establish and track both short-term and long-term project objectives, budgets, and strategies.
- Direct the performance of external consultants and contractors to ensure project completion.
- Manage third-party coordination and public relations activities related to project design and execution.
- Ensure compliance with operational and maintenance quality standards throughout design and construction phases.
- Develop and implement project policies, procedures, and safety standards.
- Coordinate with various departments to achieve organizational goals.
- Provide technical guidance and policy recommendations to executive management and the Board of Directors.
- Prepare and present comprehensive project reports to stakeholders.
- Represent the organization at industry meetings and public forums.
- Promote and enforce safety policies and performance accountability among staff.
- Support the implementation of Equal Employment Opportunity (EEO) policies.
Qualifications:
Applicants should possess a combination of education and experience that demonstrates the necessary knowledge, skills, and abilities for this role. A typical combination includes:
- Education: Bachelor's Degree in Engineering, Business, Finance, or a related field; a Master's Degree is preferred.
- Experience: Eight years of relevant senior management experience in the development, design, and construction of major capital transit projects.
Certifications:
A valid California Class C Driver License or equivalent transportation method is required. A California Professional Engineer (PE) license is preferred.
Preferred Qualifications:
Experience with technologies related to Traction Power, Overhead Contact Systems, Train Control, and Operational and Communication Systems is highly desirable. Experience managing large systems contracts and overseeing complex rail systems infrastructure projects is also preferred.
Knowledge and Skills:
Strong understanding of project management principles, construction methods, and public agency procurement procedures is essential. Candidates should possess excellent communication, analytical, and leadership skills.
