Job Summary:

The Procurement Supervisor will be responsible for overseeing the procurement process, ensuring compliance with city policies and procedures, and providing technical support to procurement staff. This role will also involve supervising procurement staff, managing procurement programs, and developing purchasing strategies to maximize competitive prices.

Key Responsibilities:
  • Supervise and lead procurement staff, providing recruitment, hiring, training, and performance management.
  • Oversee procurement and training to ensure efficient and effective purchases, in accordance with city policies and procedures.
  • Perform source selection services, issue purchase orders, and manage formal bid solicitations for citywide procurements.
  • Oversee the eProcurement function, including monitoring, reviewing, and approving city purchases.
  • Develop and maintain policy and procedural knowledge, program goals, objectives, and strategies.
  • Provide advisory and technical support services to department customers and suppliers on procurement activities.
  • Consult and advise city departments and suppliers on purchasing policies and procedures.
  • Assist in planning and implementing the process for issuing formal bids for purchases.
  • Manage customers for city departments, developing and maintaining business, operational, and contractual dependencies.
  • Oversee additional procurement programs, including the City's PCard program and Surplus Disposal.
  • Develop purchasing strategies for maximizing competitive prices of goods and services.
  • Plan and develop training programs for city employees.
Requirements:
  • Bachelor's degree in business administration, finance, or a directly related field.
  • Five years of professional procurement experience, including experience with large, complex purchases and contract administration.
  • Two years of supervisory experience.
  • Preferred qualifications include municipal government purchasing experience, advanced experience with financial management systems, and certification in public procurement.
Working Conditions:

This role is sedentary, with occasional walking and standing required. Work is performed in an indoor, office environment.
