Job Title: Right of Way Program Specialist (Appraisal)

Job Summary:

The Right of Way Program Specialist (Appraisal) is responsible for assisting in the direction and management of all appraisal and appraisal-related services statewide as required by the Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act). This position requires a valid Louisiana Certified General Real Estate Appraiser license and statewide and overnight travel.

Key Responsibilities:
  • Assist in the direction and management of all appraisal and appraisal-related services statewide.
  • Prepare highly complex appraisals for properties affected by transportation projects.
  • Review reports completed by other appraisers.
  • Provide programmatic oversight for a statewide relocation assistance program.
  • Represent the agency as an expert witness in court for expropriation proceedings.
  • Perform special purpose property appraisals in accordance with State, Federal, and departmental regulations, laws, and policies.
  • Develop and approve scope of work criteria for all staff assignments.
  • Conduct on-site inspections of projects, subject properties, and comparable sales used in the appraisal process.
  • Estimate the value of land and any improvements in the proposed right-of-way.
  • Research and analyze property sales used to determine a unit value estimate for all types of property on the proposed project.
  • Prepare detailed cost estimates and review detailed cost estimates completed by other appraisal staff.
Requirements:
  • Possession of a valid Louisiana Certified General Appraiser license.
  • Statewide and overnight travel required.
  • Ability to work independently and as part of a team.
  • Strong communication and interpersonal skills.
  • Ability to analyze complex data and make sound judgments.
  • Knowledge of appraisal and appraisal-related services.
  • Experience with transportation projects and right-of-way acquisition.
