General Overview:
This pivotal role requires a professional adept at applying comprehensive accounting principles and analytical skills across a diverse range of responsibilities.

The Accountant will engage in financial operations related to customer transactions, ensuring accuracy and compliance in all financial dealings.


Supervision Structure:

The position operates under the general oversight of the Director of Water Pollution Control and the Finance Officer or their designated representatives.

Key Responsibilities:
  • Manage the documentation of intricate journal entries associated with sewer use and assessment billing and collections.
  • Distribute updated sewer user fees to clients.
  • Maintain petty cash and oversee property transfer updates.
  • Issue sewer permits and allocate funds as necessary.
  • Prepare payroll and execute inter-fund transfers.
  • Process payments, conduct bank deposits, and perform monthly bank reconciliations.
  • Account for all fees, charges, and levies.
  • Post, balance, and rectify lock box transmissions of payments to customer files.
  • Prepare and dispatch collection notices to clients.
  • Provide courteous assistance to customers via phone and in-person.
  • Facilitate delinquent payment arrangements for clients.
  • Prepare and file lien certificates and releases with the appropriate authorities.
  • Analyze and interpret financial records and reports.
  • Assist in the planning, design, and implementation of accounting systems and procedures.
  • Support budget preparation and review processes.
  • Monitor expenditures and operational budgets.
  • Deliver technical and regulatory support to the department and the public.
  • Compile data and generate analytical reports.
  • Enhance office efficiency and maintain regular attendance.
  • Perform additional accounting duties as required.

The role may also necessitate lifting, pushing, or pulling up to 20 pounds. Hand-eye coordination is essential for operating computers and various office equipment. Specific vision abilities required include close vision and the ability to adjust focus.

Minimum Qualifications:

Knowledge, Skills & Abilities:

Proficient understanding of professional accounting and budgeting principles; familiarity with basic auditing practices; strong communication skills; ability to acquire knowledge of water pollution control authority business practices; adept at organizing and maintaining accurate accounting records and billing systems; capable of maintaining confidentiality; ability to apply extensive knowledge of municipal accounting theories and practices; skilled in establishing effective working relationships; proficient in analyzing situations and making informed decisions; capable of preparing and interpreting written materials and reports; resourceful, accurate, and reliable; proficient in MS Office, particularly Excel and Access.



Experience & Training:

A Bachelor's degree in Accounting or Business Administration with three (3) years of progressively responsible office accounting or bookkeeping experience; or an Associate's degree in Accounting with six (6) years of office accounting experience. Any equivalent combination of education and experience, preferably in municipal accounting.
