POSITION SUMMARY:
This role involves critical oversight and analysis of housing assistance programs, ensuring compliance with federal regulations and internal policies.

KEY RESPONSIBILITIES:

1. Program Administration:

25% Review and monitor the execution of Section 8 Housing Assistance Payments (HAP) Contracts, ensuring adherence to federal laws and regulations. This includes verifying monthly payment processes and addressing discrepancies with management.


2. Payment Processing:

25% Manage the issuance of subsidy payments through various methods, including checks and electronic transfers, while maintaining accurate records in line with HAP contracts.


3. Quality Control:

20% Conduct thorough evaluations of Housing Choice Voucher staff performance, focusing on key indicators that measure service quality for participants. Prepare internal reports to ensure compliance with established payment processing standards.


4. Account Reconciliation:

10% Review and verify vouchers and invoices for accuracy, making necessary adjustments and ensuring proper posting to accounts. Oversee the reissuance of checks and investigate returned payments.


5. Receivables Management:

10% Analyze accounts receivable for landlords, tracking outstanding balances and maintaining communication regarding payment issues and fraud monitoring.


6. Record Maintenance:

5% Maintain organized and detailed files, ensuring compliance with record retention policies and responding to data requests in a timely manner.


ADDITIONAL RESPONSIBILITIES:
5% Perform other related duties as assigned.

REQUIRED KNOWLEDGE AND SKILLS:

Knowledge of accounting principles, budgeting, office procedures, and relevant housing regulations is essential. Proficiency in computer operations and modern office equipment is required.


QUALIFICATIONS:

A Bachelor's degree in Business, Public Administration, or a related field is preferred, along with four years of relevant experience.


WORKING CONDITIONS:

This position may involve exposure to standard office environments and requires the ability to perform essential functions as outlined.

$60,000 - $65,000 annually.
